Naval Supply Systems Command SUPERVISORY MANAGEMENT & PROGRAM ANALYST in Yokosuka, Japan

Summary You will serve as a SUPERVISORY MANAGEMENT & PROGRAM ANALYST ofNAVSUP FLT LOGISTICS CNTR YOKOSUKA. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Responsibilities You will Oversee civilian personnel matters for the command and overseeing the administration of civilian personnel matters to manage the recruitment and selection processes. You will oversee and ensure personnel actions are processed in accordance with policies and regulations. You will be responsible for the coordination, monitoring, and reporting of personnel billets and vacancies, and the collection of manpower data for senior management staffing decisions. You will coordinate manpower actions within the command and ensures adequate justification is provided on personnel action requests. You will oversee the administration of the Defense Civilian Personnel Data System (DCPDS) automated personnel system for the Command. You will serve as the command's subject matter expert and primary contact for all human resources matters for both US and foreign national personnel issues. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing civilian personnel administration matters and collecting manpower data; coordinating manpower actions; reviewing and evaluating total force and personnel management programs policies, procedures, and priorities; advising managers on recruitment policy and human capital strategy; directly supervising staff and assigning work to be accomplished. PHYSICAL DEMANDS: The work is primarily sedentary, although some walking, standing, bending, or driving a vehicle may be required. Long periods of intense concentration are required to accomplish some duties. Frequent interruptions are common and require the ability to maintain continuity of thought after interruptions while involved in extensive and concurrent projects and studies. You may be subject to occasional travel of up to 25%. This may require walking, bending and climbing during visits to various Navy and commercial installations. During the course of this travel, industrial facilities may be visited or toured. WORK ENVIRONMENT: The work is mainly performed in an office setting, but requires periodic visits to other NAVSUP FLC Yokosuka offices, other command offices, and other military activities.Attendance/participation in board/conference room settings requiring presentation of ideas, plans of action, or suggested alternatives. From time to time, the incumbent may act as an instructor/facilitator, presenting new material in a classroom setting. To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
