Phillips 66 Area Maintenance Manager, Lake Charles Refinery in Westlake, Louisiana

The Area Maintenance Manager is responsible for implementing Maintenance Excellence Strategies to effectively execute various maintenance activities, including Turnarounds (TA), Routine Maintenance, Infrastructure Projects, and Reliability Improvements. This role will utilize Operation Directed Maintenance (ODM), Turnaround, and Project Management processes. The position ensures all activities are consistent with Phillips 66 Core Values and aligned with Long-Term Capacity and Reliability (LCR) goals and business objectives.
Responsibilities May Include:
Maintenance Excellence: Ensure Maintenance Excellence is retained as a core competency within the refinery
Process Improvement: Lead the continuous improvement and training efforts for maintenance processes, ensuring efficiency and consistency across all refinery personnel
Labor Relations: Administer the USW contract in collaboration with HR and the RLT, addressing maintenance personnel and related issues
Budget Management: Develop, track, and manage the maintenance operations and overhead (O&O) budget in partnership with refinery areas
Contractor Coordination: Provide oversight and direction for contractors working on-site, ensuring alignment with operational goals
Asset Management: Maintain Phillips 66 facilities, property, tools, and equipment, ensuring their proper upkeep and functioning
Safety Responsibility: Ensure all safety training programs are in place and continuously improve safety measures for maintenance personnel
Training & Development: Oversee and maintain craft training programs to ensure a skilled workforce
Performance Tracking: Track and report on key performance indicators (KPIs) and metrics, ensuring maintenance activities meet targets outlined in the Maintenance Manager’s Refining Playbook
Cross-Plant Strategy Development: Collaborate with Maintenance Superintendents and Turnaround Managers to develop and implement cross-plant maintenance strategies
Manpower Allocation: Implement strategies for effective manpower allocation and control to optimize resources
Compliance: Ensure maintenance activities comply with all company policies and refinery procedures
Team Building: Foster a high-performing team through conflict resolution, coaching, and collaboration across operations, crafts, engineers, and salaried maintenance staff
Maintenance Planning & Execution: Influence and oversee routine and turnaround maintenance planning, scheduling, and execution to ensure smooth operations
Resource Optimization: Audit resource allocation within areas, ensuring priorities are met and continuously optimizing efficiency
Annual Planning: Participate in the development of the refinery's Long Range Plan (LRP) to support future business goals
Collaboration with COE: Work with the Tank Center of Excellence (COE) to align efforts and remove barriers to success
Critical Skills:
Supervisory Experience: Proven ability to lead and manage teams effectively.
Safety & Work Practices: Strong knowledge of safe work practices and a commitment to maintaining a safe working environment
Labor Relations: Experience in managing labor relations, particularly in unionized settings.
Project Management: Strong project management skills with the ability to lead and execute multiple projects simultaneously
Continuous Improvement: Visionary in creating and driving continuous improvement initiatives in Maintenance, Turnarounds, and Reliability
Cost Control: Knowledge of cost management and the ability to control costs while achieving business objectives
Refinery Experience: Well-rounded experience in refinery operations, including maintenance, TAs, project work, mechanical integrity, and supply chain functions
Decision Making: Ability to make informed decisions in a timely manner, particularly in changing or challenging circumstances
Networking & Team Building: Strong networking skills to foster collaboration across teams, building relationships that support team success
Communication: Ability to clearly communicate priorities, objectives, and expectations to all levels within the organization
Coaching & Development: Committed to coaching and developing direct reports, helping them grow and contribute to the organization’s long-term capabilities
Required Qualifications:
Legally authorized to work in the job posting country
Bachelor’s degree
10 or more years of experience in a maintenance or construction role within a refinery or petrochemical environment
Supervisory experience
Willing and able to obtain a Transportation Worker Identification Credential (TWIC)
Must be willing and able, with or without reasonable accommodation, to comply with the following:
Travel up to 5% of the time
Occasional on-call duties
Work extended hours, which may include evenings, weekends, and holidays
Transport articles up to 50 pounds
Work safely near large, hot, high-speed machines
Climb ladders and stairs up to 200 feet in height
Work around chemicals, including acids and bases
Work around hydrocarbons under high pressure and heat
Work outside in harsh weather conditions
Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
Preferred Qualifications:
Bachelor of Science degree in Mechanical, Electrical, Instrument/Controls or Chemical Engineering
15 or more years of experience in a maintenance or construction role within a refinery or petrochemical environment
5 or more years of supervisory experience
Experience with collective bargaining agreements
Working knowledge of safe work practices
Working knowledge of machinery, tooling, heavy equipment, welding, vendors, contract resources, and craft disciplines
Ability to read and interpret documents such as safety rules, operating and equipment maintenance instructions, and procedure manuals
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Working knowledge of SAP, Impact, KMS applications
Intermediate proficiency in Microsoft Office
Working knowledge of Process Safety Management (PSM)
Strong interpersonal skills to facilitate work with both hourly and salaried employees, including effective communication skills (verbal and written) in both individual and group settings
Leadership skills in a complex environment
The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
