Responsibilities You will provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. You will plan, analyze and/ or evaluating the effectiveness of line or operating programs. You will supervise, manage, lead, and/or perform Program Readiness and Contingency Planning. You will supervise, manage, lead, and/or perform Program Resource Analysis. You will supervise, manage, lead, and/or perform Program Effectiveness with Studies and Surveys. You will serve as a senior adviser, to provide authoritative guidance /advice to senior level managers and staff executives concerning unusual or critical problems. You will manage project team activities, progress, and scheduling to ensure successful performance. You will be responsible for budget plans for many varied/diverse features of assigned program areas. You will serve as an authoritative representative for the command at conferences, briefings, and meetings to solidify command/naval positions or to persuade executive management to accept controversial changes. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting technical editor duties for large complex projects by collaborating with engineers to develop project languages to support senior level decisions. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is part of the Navy's Nuclear Deterrent Mission. This announcement uses the Acquisition Demonstration Project Business & Technical Management direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
