ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. 

POSITION SUMMARY:

Amentum is seeking a Project Manager to oversee an aviation security (AVSEC) portfolio supporting its contract with the Department of Justice (DOJ), International Criminal Investigative Training Assistance Program (ICITAP) in the Critical Missions business area. ICITAP at its core is a law enforcement training and capacity building program. The AVSEC Project Manager’s primary responsibilities will consist of managing the AVSEC portfolio to include but not limited to, major procurements, international shipment, installation, and training programs. This position will include managing task orders cradle to grave from capture, proposal development, execution, and closeout.

The selected candidate must be comfortable working autonomously, in a dynamic and high-energy environment that works with multiple USG and corporate stakeholders to support the mission. This individual should be capable of simultaneously managing multiple task orders with demanding schedules that include travel to locations that may be considered austere. This individual will ensure the safety and well-being of its employees and subcontracted partners, and generally represents the company with respect to the customer, USG and host nation stakeholders.

JOB DUTIES AND RESPONSIBILITIES:

  • Manage simultaneous projects across several task orders. Most task orders will be managing the procurement, delivery and installation of complex equipment that may include training. Examples of equipment are but not limited to Leidos Provision/AIT/X-ray/ETD; Smiths Detection ETD/X-rays; Rohde & Schwarz AIT; Rapiscan Itemizer, etc.

  • Demonstrates command of the schedule goals, key milestones, and budgets embodied in the schedule. Provides accurate monthly forecasts of cost, schedule, and resource utilization.

  • Serve as a AVSEC SME and liaison to the client and end user in all phases of project management and task order administration. Conducts formal presentations to clients and management, develop requirements/bill of materials, pricing, and provide daily/weekly updates as required.

  • Oversee subcontracted distributers and manufactures of AVSEC equipment and material. Candidate will coordinate and manage relationship cradle to grave to include requirement development, solicitation/proposal, production, and delivery schedules.

  • Establish, track and report status against key performance indicators or contractual metrics on a routine basis to include production, shipping and training schedules.

  • Coordinate all licenses and import/export documentation with freight forwarders, corporate trade compliance (ITCO), USG and end user stakeholders.

  • Identify potential project challenges or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.

  • Collaborate and manage cross-functional teams to identify, prioritize, and address situational issues or vulnerabilities. In particular, candidate will work closely with the Amentum supply chain organization to solicit, evaluate, and award all purchase orders in a reasonable and timely manner.

  • Will serve as the proposal manager for small and medium sized projects. For major projects will serve as central programs operation POC for corporate capture and BD resources. Candidate works with program capture and Business Manager to increase scope of services on existing contracts.

  • Ensures that a firm scope-based schedule baseline is established and properly resourced. Demonstrates knowledge of the schedule tools, procedures, and work process.

  • Manages performance and progress against the plan and ensures accurate forecasts with commensurate action plans.

  • Reviews, reports and manages key performance measures defined within the contract. Implements corrective measures when necessities exceed project scope.

  • Consistently meets or improves upon the established schedule goals in their area of responsibility.

  • Performs all other position related duties as assigned or requested.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Bachelor’s degree or demonstrated equivalent and a minimum of 7 years relative experience within the aviation security space and at least 3 years in a government or contractor project management environment. Experience working with TSA, EXBS, or ATSG program a plus but not required.

  • Experience working with international trade compliance organizations (ITCO) and freight forwarders. Candidate should have the ability to demonstrate past experiences with shipping complex equipment internationally to include coordination of licenses, understanding all import/export requirements, and tracking shipments real time.

  • A SME in aviation security and equipment. Must have technical understanding of equipment related to AVSEC and field applications.

  • Have a basic understanding of federal government procurement principals, process and experience working in a FAR environment.

  • Candidate will possess well-developed analytical and communication skills, knowledge of finance and accounting principles, as well as broad based experience in procurement and the FAR. Experience working in Costpoint preferred.

  • Project Management Professional (PMP) certification is recommended but not required.

  • Good written communication skills; working knowledge Microsoft Office; organizational skills and ability to perform detail-oriented work are required.

  • Clearable: Candidate MUST be able to obtain and maintain a US Government Public Trust Clearance.

  • Must be a U.S. Citizen

  • Candidate must be eligible for a secret or top-secret clearance if position requires in the future.

  • Position will require travel approximately 10-20% of the time based on customer needs and direction.

  • Be familiar and have experience working within airport and other law enforcement environments related to the aviation security field.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
