The Purchasing Section is responsible for the purchase of all required commodities and/or services for the operation and maintenance of our state-maintained highways and roads. The Section is also responsible for the competitive procurement process within the Department of Transportation in accordance with General Statutes 143 and 136, the Administrative Code, and established policies and procedures. In addition, the Section contracts for highway construction/maintenance projects Statewide. The competitive bidding process ensures monies are expended in the most efficient and effective manner governing all contracting efforts providing the best value to the State.

The primary purpose of this position is to independently develop, negotiate, and administer various highly complexed essential procurement contracts many of which are in excess of $1M. This position will manage the critical contract formation stage (planning, pre-solicitation, development, evaluation, and award). This position will assist as needed in the review and/or approval of Procurement Specialist documentation and/or work. This position will work with program managers to ensure and clearly document intricate complex specifications in clear measurable milestones in all contractual agreements’ components such as terms and conditions, pricing, contract duration, specification/requirements, performance measures and outcomes, task, activities, deliverables, required certifications, and required pre-qualification. This position negotiates with prospective Vendors on behalf of the State and the Department. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, Management, Vendors, and outside agencies employees is required for this position. Additional duties as assigned.

Knowledge, Skills and Abilities / Competencies

  • Demonstrated work experience of large, complex, cross-functional procurement environment with solid knowledge of purchasing methods, procedures, and considerable working knowledge of General Statutes, Administrative Code, NC Procurement Manual, and State Term Contracts.

  • Demonstrated ability to develop and negotiate strategies and procedures promoting measurable contract requirements.

  • Experience developing presentations and facilitating workshops and training programs.

  • Demonstrated experience creating, editing, reviewing solicitation documents to include, as required, coordinating, and facilitating evaluation committees, providing supervision, conducting vendor negotiations, and facilitating award recommendations for: RFQ, IFB, and RFP.

  • Demonstrated ability to explain and interpret policies in a clear, concise manner

  • Demonstrated experience responding professionally to crises situations to minimize impact to agency through solid negotiations.

  • Experience organizing and writing extensive and complex technical information into specifications, reports, tabulations and drawings or special requirements as needed according to State and/or project requirements including maintaining proper record keeping and documentation from initiation through contract life.

Additional Expectations:

  • Ability to work independently, provide prompt and courteous customer service to internal and external customers.

The following Management Preference is not required, but applicants that possess this experience is preferred:

  • SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes.

Minimum Education and Experience Requirements

Bachelor's degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience.

Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
