Summary About the Position: This position is located within the USA Materiel Support Command, Korea Directorate for the Maintenance Branch and Maintenance Support Branch, Care and Preservation Division. If more than 5 pages are submitted, only the first 5 pages will be reviewed to determine your eligibility/qualifications Responsibilities Serves as General Foreman and supervisor over the Maintenance Branch and Maintenance Support Branch, Care and Preservation Division. Plans, coordinates, and directs a variety of related work operations or functions in several units through one or more layers of supervision, including at least two positions at the full Foreman range of responsibility. Supervises full range of work requirements involving the processing for storage or shipment of vehicles under the Care of Supplies in Storage (COSIS). Supervises full range of work requirements involving the field level maintenance of all Class VII combat and tactical vehicles and construction/engineering equipment in War Reserve Sustainment Stocks. Manage the unit’s Field Level organizational equipment maintenance program for the organic assigned equipment fleet consisting of over 225 pieces of material handling equipment and non-tactical and tactical wheeled and tracked vehicles. Plans and schedules work assignments on a daily, weekly, monthly, quarterly, and long-range basis (e.g. 6 to 12 months) for accomplishment by the units supervised within schedules and priorities established by higher level management. Establishes a good working climate to encourage employees to participate in achieving management goals, and to promote efficient and economical work operations. Assigns and explains work requirements to subordinate levels of supervision, sets deadlines and sequence of operations, directs rearrangement of space and development of specialized tools and equipment as necessary. Recommends promotion or reassignment of subordinate supervisors, makes formal appraisals of their work performance, and determines training needs for all levels of subordinate supervisors and workers. Promotes and administers a variety of management programs for the units supervised, such as safety, cost reduction incentive awards, beneficial suggestions, and quality assurance within policies and procedures established by higher authority. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Automotive Mechanic Supervisor without more than normal supervision. Analyze the production schedule or work plans to accomplish assigned maintenance work orders/ projects. Assign tasks while establishing deadlines and priorities on the basis of overall scheduled and unscheduled requirements, authorized resource expenditure levels, plans, and/or policies established by higher levels of management to ensure timelines are met. Analyze work accomplishment, cost, and/or personnel utilization records to evaluate the progress of work or to control or reduce cost. - Failure to meet this Screen Out Element will result in an ineligible rating. You will be evaluated on the basis of your level of competency in the following areas: Ability to Interpret Instructions, Specification, etc. (includes blueprint reading) Ability To Lead or Supervise Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Trouble Shooting Use of Measuring Instruments If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment. MILITARY SEPARTEES (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
