Job Summary

Under general direction, is responsible for performing complex analytical work in the Recruitment & Staffing Division of the Human Resources Department. The senior-level class in the Human Resources Analyst series, individuals in this position exercise independent judgment and act as lead in conducting research and developing recommendations, strategies, and cost estimates. Primarily responsible for conducting work force and recruitment analysis, interpreting data for the development of human resources programs and procedures related to recruitment and staffing functions, and devising methods and establishing criteria for studies and surveys. Working conditions are primarily in an office environment. May exercise supervision over assigned staff.

Primary Work Location: City Tower, 100 W. Houston, San Antonio, TX 78205

Work Schedule: Monday - Friday, 7:45 a.m. - 4:30 p.m.; Occasional evenings and weekends required.

Essential Job Functions

  • Completes recruitment functions for assigned departments, including developing and implementing marketing strategies for employment opportunities, establishing and maintaining candidate eligibility lists in relation to position requirements, and extending offers of employment to selected candidates under the direction of the department and within the guidelines of the City's compensation policy.

  • Conducts research on various topics related to human resources administration with particular focus on specialized recruitment and outreach; analyzes and integrates data to determine occupational and market trends; draws conclusions, makes recommendations, and maintains the division's network of recruitment outreach resources based on that data.

  • Prepares proposals for the division's internal and external outreach initiatives, including objectives, performance measures, and cost estimates; coordinates recruitment schedule and participates in events, job fairs, and promotional activities to provide employment information and highlight the City as a prime employer of choice.

  • Conducts work force analyses, assessments, and evaluations and interprets data to develop human resources programs, which may include experiential learning programs (internships, fellowships, apprenticeships, job shadow events, and youth employment initiatives), consolidated hiring, and community employment workshops; assists with coordinating program development, implementation, and evaluation.

  • Provides technical assistance to departments on human resources systems and issues; serves as a system administrator for the City's Applicant Tracking System.

  • Prepares reports, presentations, program plans, and statistical analysis utilizing a personal computer and associated MS Windows-based software applications (e.g. Word, Excel, Access, Teams).

  • Assists with delivering presentations and training to City employees and the public, including recruitment and employment-related topics.

  • May perform administrative functions related to supervision of support staff.

  • Assists the Recruitment Administrator, Project Manager, and Coordinator with special projects and assignments.

  • Performs related duties and fulfills responsibilities, as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university with preferable coursework in Human Resources, Public Administration, Business, or other related field.

  • Two (2) years of progressively responsible professional experience in Human Resources or related field.

OR Equivalent combination of education and experience.

  • Valid Class 'C' Texas Driver's License.

PREFERRED QUALIFICATIONS:

  • Two (2) years of experience in Human Resources Recruitment using recruitment software, tools, and proactive outreach methodologies.

  • Experience coordinating recruitment and outreach events.

  • Knowledge of SAP.

  • Knowledge of NEOGOV Applicant Tracking System.

  • Experience utilizing Microsoft Office applications, including Excel and Access for data analysis and reporting, as well as PowerPoint for developing presentations.

  • Professional Certification in Human Resources, such as PHR, SPHR, SHRM-CP, or SHRM-SCP.

  • Experience presenting information to groups of various size and composition.

  • Bilingual in English and Spanish (speak, write.)

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of and familiarity with related employment law and policies, such as the Fair Labor Standards Act, Equal Employment Opportunity, and the American with Disabilities Act.

  • Knowledge of statistical analysis methods and basic mathematical skills.

  • Knowledge of position/job analysis and recruitment procedures and techniques.

  • Skill in utilizing personal computers and associated MS Windows-based software applications (e.g. Word, Excel, Access) in the completion of assignments.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Ability to supervise, train, and evaluate staff.

  • Ability to communicate clearly and effectively.

  • Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.

  • Ability to analyze complex data and develop clear and concise written reports and presentations.

  • Ability to plan and coordinate complex assignments, utilizing additional staff if necessary.

  • Ability to establish and maintain effective working relationships with City staff and the general public.
