GENERAL DESCRIPTION:

Performs advanced professional accounting, planning and analysis requiring judgment in applying established accounting procedures and regulations for the Wyoming Universal Service Funds and review, evaluation and analysis of utility applications, tariffs and regulatory issues; interprets and develops recommendations and provide technical analysis regarding complex issues in the areas of accounting, finance, economics, statistics, cost structures, derivation, rate design and compliance issues in utility applications and complex contested utility cases; provides technical analysis and advice to the Commission in contested matters; actively participates in hearings, cross-examining witnesses to aid in the development of the record in contested hearings; designs and conducts financial audits; interprets agency rules and statutes; determines accuracy and integrity of financial statements and other analyses; composes complex technical reports in order to advise the Commission to ensure it has the best available data on which decisions are made.

  • Develop, plan, conduct, and interpret original research.

  • Develop and monitor complex statistical, economic, or regulatory models.

  • Develop and conduct surveys; compose detailed reports of investigations or inquiries.

  • Perform advanced professional accounting, planning, and analysis requiring judgment in applying established accounting procedures and regulations.

  • Responsible for maintaining financial/accounting records of the Wyoming Universal Service Funds.

  • Initiate monthly payments and report requirements to carriers, evaluate annual report submissions, collect data for the calculation of the weighted statewide average and imputed price benchmark of the Wyoming Universal Service Fund.

  • Issue memorandums and reports relating to the fund and the calculation of the statewide average.

  • Provide accounting, financial, statistical, and economic recommendations to the Commission in complex telecommunications, electric, natural gas, pipeline, and water cases based on a review, evaluation, and analysis of routine and non-routine applications; prepare written memorandums and present factual findings effectively communicating issues and recommendations to Commission at open meetings and hearings.

  • Interpret agency rules and Wyoming statutes and provide technical advice in the development of Commission rules.

  • Determine the accuracy and integrity of financial statements and other analyses;

  • Conduct and report on audits of accounting systems, specific accounts, and methods of program management and operation of regulated entities; compose complex technical reports of conclusions and make recommendations regarding utility regulatory issues.

  • Conduct special studies.

  • Investigate compliance issues.

  • Exercises judgment in the application of accounting, economic, statistical, and financial analysis in broadly defined assignments in utility regulatory matters.

  • Interprets and develops recommendations regarding accounting, finance, economics, statistics, cost structures, rate design, and compliance issues in routine applications and complex contested cases; and analyzes and reports regulated utility conditions and trends.

  • Work with other staff members as technical advisor to the Commission on assigned contested utility applications.

  • Assist with cross-examination of witnesses in administrative hearings.

  • Develop written and oral reports regarding technical aspects of cases.

  • Provide Commissioners with technical reports with potential solutions for issue resolution in case deliberations.

Qualifications

KNOWLEDGE:

  • Knowledge of accounting and finance, utility regulation, natural gas, pipeline, electric, water & telecommunications industries.

  • Knowledge of utility regulatory practices and technical mechanisms/procedures concerning the same.

  • Knowledge of agency rules and state statutes.

  • Highly skilled in written and oral communications.

  • Ability to plan work, prioritize assignments, and meet deadlines.

  • Ability to work with others in a team environment and develop creative/innovative solutions.

  • Ability to take the initiative and make decisions based on informed judgment.

  • Excellent interpersonal and communication skills,

  • Organized with excellent time management skills.

  • Able to multi-task and prioritize effectively.

  • Excellent written communication skills, including grammar, composition, proofreading, and editing.

  • Flexible and adaptable.

  • Exhibits a high level of professionalism.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Economic Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Economic Analyst

  • This position is in an office setting with some travel.
