Responsibilities This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - External Affairs - Chief of Staff. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Serves as a senior analyst to the Director, OSPPE in both long-range and short-term strategic planning. Provides expert advice on strategic planning throughout the Bureau, including providing direction to Bureau directorates and divisions on developing and implementing strategic and annual business plans that agree with the organization's vision, mission, and strategies. Leads or participates in multi-functional task forces or project teams to design and conduct evaluations of existing projects and programs that have significant public impact to drive evidence-based program changes. Prepares and/or coordinates executive-level management meetings and responses to inquiries from the Department, the Office of Management and Budget, the Congress, or other Federal agencies, ensuring that all responses are accurate and consistent with Bureau planning, performance, and budget considerations. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: - Leading strategic planning and risk management programs to support leadership in setting organizational direction and establishing annual priorities; AND - Applying change management practices to significant projects aligned to organizational goals and priorities; AND - Leading projects from concept to implementation, including defining objectives, scope, and approach, as well as specific milestones and deliverables; AND - Performing evaluations or studies that integrate qualitative and quantitative data and communicating recommendations to senior leaders to drive organizational performance improvement or justify funding requests. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Applying strategic planning and risk management methods and practices to support leadership in setting organizational direction and establishing annual priorities; AND - Leading projects from concept to implementation, including defining objectives, scope, and approach, and specific milestones and deliverables; AND - Performing evaluations or studies that integrate qualitative and quantitative data and communicating recommendations to drive organizational performance improvement or justify funding requests. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
