Assistant Secretary for Housing-Federal Housing Commissioner Housing Program Specialist in United States

Summary This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. Responsibilities As a/an Housing Program Specialist, you will: Process and provide expert technical assistance and response to nonprofits in their application for HUD approval to participate in HUD programs. Inspect properties that are purchased by a nonprofit through an affordable housing plan (eg. Good Neighbor next Door (GNND) and Assets Control Area (ACA) programs. Perform quality control and oversight of HUD Homes purchased at a discount, including the calculation and disposition of Net Development Costs associated with the rehabilitation and resale of HUD Homes purchased at a 10 percent or greater discount. Provide expert technical guidance for nonprofits that are approved to provide HUD programs: Secondary Financing, HUD Homes and/or FHA Mortgagor. Provide technical support for design implementation of specific local affordable housing programs, local industry training, new revised program implementation, and monitoring of these programs. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Interpreting housing program regulations and policies, tracking changes, and responding to various types of inquiries regarding program activities. Examples of such experience include: - Conducting studies or reviews relevant to organizational goals and objectives of Federal Housing Administration programs; OR - Working on projects and providing progress reports to management of programs that benefit low and moderate income persons; OR - Providing technical assistance or training to non-profit entities or external stakeholders engaged in providing Federal Housing Administration programs; OR - Performing trend analysis, reporting findings, and written recommendations to management officials for improvements, implementation, and evaluation of program areas Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
