Biology Department Manager – Western US Region

POWER Engineers, Member of WSP is seeking a Department Manager for our Environmental Team. This position can be based out of the following western locations with the option to work remotely.Employees may travel to a POWER office for periodic meetings.

The successful candidate will be responsible for leading staff and managing projects in the Western Region Biology Department to ensure that work is executed on time, within budget and in accordance with clients’ requirements and scope of work.

The Department Manager is responsible for the overall strategic direction and management of biological services in the region, including developing and expanding market segments through services, client management and business development, profit/loss management, personnel resource management, and technical oversight. The Department Manager will work with other managers within the Environmental Team and Company to support overall corporate initiatives.

Job Summary of Roles and Responsibilities

As a Department Manager you will oversee the preparation of proposals and cost estimates provided to clients to ensure proper scoping of services, availability of manpower and appropriate pricing to achieve desired profitability. Additionally, this manager is responsible for overseeing the daily operations of the Western Biology Department including staff training, talent recruiting, development and performance review, utilization of equipment and facilities, safety oversight, quality of services and work product, timely delivery of services and deliverables, and adherence to company policies and procedures.

In your role managing projects, you will support and help build our environmental project team focused on transmission lines, renewable energy, oil and gas pipelines, environmental surveys, NEPA analyses, construction monitoring, and permitting services. The candidate should have an established and successful history of managing the permitting for major infrastructure projects with responsibilities that have included developing proposals and cost estimates, executing projects, developing strategic plans for new business and recruitment, and hiring of key personnel to support the growth of the team.

Essential Role and Responsibilities

  • Responsible for preparation of proposals and cost estimates with varying degrees of complexity

  • Prepare and execute the department annual business plan for the Western Biology Department

  • Oversee and manage the success of the key department metrics of revenue growth, staff chargeability, project billing and collections, and project profitability

  • Develop understanding and be aware of project-related risk. Be familiar with project risk(s) and how to mitigate risk for the Company. Be familiar with Company risk policies

  • Lead safety efforts for team and ensure team follows safety rules and guidelines. Responsible for creating and modeling a safe work environment; demonstrates safety practices. Promote pre-task safety planning for all projects

  • Promote continuous quality monitoring and improvement on projects. Monitor quality standards and practices

  • Plan for and participate in business development activities to identify, develop, win, and execute project opportunities and build and maintain client relationships

  • Model a strong work ethic and commitment to POWER’s culture

  • Demonstrate strong leadership skills and the ability to lead by example

  • Ensure proper quality assurance and quality controls (QA/QC) for all services performed by the Rocky Mountain Biology Department

  • Recruit great talent, while assuring they are compatible with POWER's culture

Required Education/Experience

  • B.S. and/or M.S. in Biology, Ecology, or related field

  • Ten (10) or more years’ experience in environmental/biological consulting in utility or energy industry, to include transmission, renewables, power generation, construction monitoring, and/or natural gas transmission experience

  • Experience managing staff, projecting workloads and scheduling work

  • Strong analytical and problem-solving skills

  • Attention to detail and commitment to quality and professionalism

  • Excellent written and oral communication skills

  • Experience with MS Project and document production software

  • Understanding of NEPA and federal lands permitting process

  • Substantial knowledge, hands-on experience with Clean Water Act (CWA) and Endangered Species Act (ESA) regulations in the western U.S. Work may also extend throughout other regions of the U.S.

  • Must be willing and able to travel throughout the region with potential travel throughout the U.S.

  • A demonstrated technical competence and project experience in natural resource fields applicable to industrial siting and licensing or environmental permitting projects

Base Salary Range: $105,000.00 - $135,000.00 per year

The range for this position is being displayed in compliance with all state and local regulations. Salaries are set based on a number of factors to include an individual's job-related knowledge, skills, experience, and education. This means that no two candidates are alike. The range provided above does not include additional compensation such as bonus, health benefits, vacation, 401(k) match, etc.
