Description

Empower older adults and families to access available resources and services by becoming a Social Worker for Ventura County!

As a Social Worker, you will play a crucial role in formulating care plans based on comprehensive assessments to manage the interconnected physical, social, and socioeconomic factors that affect the health and well-being of older adults and people with disabilities. You will serve as a navigator and expediter, enabling older adults, families, and caregivers to understand and choose among the available health and social services. As a Social Worker, you will empower older adults, people with disabilities and their families/caregivers to find appropriate services, facilitate family support, provide counseling and direct services, and coordinate care delivered through professional systems.

WHAT WE OFFER

The County of Ventura offers an attractive compensation and benefits package that includes:

  • A general salary increase of 3.5% effective December 22, 2024.

  • Merit Increases – New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.

  • Bilingual Incentive – Based on agency need, proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

  • Flexible Workweek– We support work life balance by offering compressed work (e.g., 9/80 workweek) for most positions subject to organizations needs, satisfactory performance, and the completion of a probationary period.

  • Telework Schedule – We offer remote hybrid telework schedules for most positions subject to organizational needs and satisfactory performance.

  • Vacation Accrual – New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

  • Annual Leave Redemption – After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  • Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.

  • Health Plans–Full time employees are given a flexible credit allowance of up to $23,530 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.

  • Employee only - $502 per biweekly pay period

  • Employee plus one dependent - $730 per biweekly pay period

  • Employee plus family - $905 per biweekly pay period

  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.

  • Pension Plan - Participation in the County's defined pension plan, which has reciprocity with CalPERS.

  • Holidays - 12 paid days per year which, includes a scheduled floating holiday.

HSA is comprised of nearly 1400 staff members who serve approximately a third of Ventura County residents, all of whom have unique experiences and perspectives. As part of the Human Services Agency, Area Agency on Aging (VCAAA) is charged with the responsibility of promoting the development and implementation of a comprehensive coordinated system of care that enables older individuals, children and adults with disabilities, and their caregivers to live in a community-based setting. VCAAA advocates for the needs of those 60 years of age and older, people with disabilities and their caregivers in the county, providing leadership and promoting citizen involvement in the planning process as well as in the delivery of services.

THE POSITION

Under immediate (I) or general (II, III, IV) supervision, provides and authorizes social services to eligible applicants and aid recipients; and performs related duties as assigned.

DISTINGUISHING CLASSIFICATION LEVELS

Each level in the Social Worker I/II/III/IV series differs from the preceding level in that work is done more independently with less supervision and social workers are expected to function at a higher level of initiative, creativity, self-direction, and independent judgment.

Social Worker I (SW I) - $19.85 - $27.78 hourly depending on directly related experience

SW I is the trainee level classification where emphasis is on learning casework methods, procedures, policies and carrying a caseload under close supervision. Incumbents in this classification are expected to progress toward competency as a SW II.

Social Worker II (SW II) - $25.05 - $31.95 hourly depending on directly related experience

SW II is the journey level classification and works more independently than a SW I. The incumbent demonstrates a working knowledge of casework methods, procedures, policies and carries a caseload under general supervision.

Social Worker III (SW III) - $25.61 - $34.21 hourly depending on directly related experience

SW III is the advanced journey level worker classification providing complex services under general supervision. It is distinguished from the next higher classification, SW IV, by the latter classification's assignment of more complex caseloads requiring greater skill and depth of job knowledge in assessing problem situations and formulating plans for services.

Social Worker IV (SW IV) - $27.36 - $38.35 hourly depending on directly related experience

SW IV is the lead level worker classification providing the most complex services under general supervision. It differs from the next higher classification of Supervising Social Worker in that the latter supervises a unit of social workers.

Social Workers are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Works closely with client and their support network to provide the needed services to keep the person in the community as opposed to a nursing facility.

  • Determines extent of clients' needs, authorizes specific tangible social services available, develops care plans (plans of treatment) and follows through with case management of services which are appropriate to the situation.

  • Prepares and maintains case reports, records, and answers correspondence.

  • Evaluates social, physical and cognitive functioning of clients through interviews, home visits, record reviews, or consultation with applicable agencies and individuals.

  • Interprets departmental policies, rules and regulations for service applicants, clients, other agencies and the public.

  • Depending on program, may work to transition an individual from an acute hospital or nursing facility back to the community.

  • Conducts group presentations and outreach as required.

  • Performs other related duties as required.

    In addition to above duties, the SW IV may also perform the following duties:

  • Assists in the training of new workers, provides consultation to lower level social workers, and serve as supervisor in the absence of Supervising Social Worker

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE

Any combination of education and experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by:

Social Worker I: a Bachelor's degree with 30 semester (45 quarter) units in social work, counseling, psychology or a closely related field; OR at least four (4) years of experience equivalent to that of an Eligibility Interviewer or a Community Worker.

Social Worker II: a Bachelor's degree with 30 semester (45 quarter) units in social work, counseling, psychology or a closely related field plus at least one (1) year of experience as a social worker; OR at least one (1) year of experience as a Social Worker I in County Service.

Social Worker III: a Bachelor's degree with 30 semester (45 quarter) units in social work, counseling, psychology or a closely related field plus at least two (2) years of experience as a social worker. One (1) year of graduate coursework towards a Master's degree in Social Work (MSW) or a closely related graduate degree may be substituted for one (1) year of the required experience; OR at least one (1) year of experience as a Social Worker II in County service.

Social Worker IV: a Bachelor's degree with 30 semester (45 quarter) units in social work, counseling, psychology or a closely related field plus at least three (3) years of experience as a social worker. At least one (1) year of graduate coursework towards a Master's degree in Social Work (MSW) or a closely related graduate degree may be substituted for one (1) year of the required experience; OR at least one (1) year of experience as a Social Worker III in County service.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid California driver license.

  • Social Workers are required to furnish their own vehicles for use on the job and are reimbursed for mileage.

  • Strong written and verbal communication skills. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire and will be evaluated during the probationary period.

  • Some positions, require willingness and ability to work some evenings and weekends, as necessary.

SUPPLEMENTAL INFORMATION

Social Workers will be required to make home visits to client's residence which may be unsanitary or unsafe, and may be exposed to chronically ill, uncooperative, and non-compliant individuals, and individuals that may have undiagnosed and untreated mental health issues.

WORKING CONDITIONS

Worksite reassignments may occur due to changes in facilities or other operational requirements within the business.

COUNTY EMPLOYEES AS DISASTER SERVICE WORKERS

When a disaster strikes of natural or manmade origin, Ventura County employees may be called upon to provide service to the community by assisting in emergency response efforts. This may require employees to work in other locations, different hours, and out of class. At the time of hire, all County employees will be required to sign an Oath or Affirmation of Allegiance for Disaster Service Workers and Public Employees (Sections 3102 and 3103, Government Code of California).
