The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

The Difference You Will Make:

The Budget Section is responsible for the management and oversight of all operating and fixed capital outlay (FCO) funding appropriated to the Division each fiscal year. This includes requesting funds through the LBR process and setting up, allotting, moving, monitoring, tracking, certifying, and reporting on these funds throughout each year. Most of the FCO funding in DSL is related to the Florida Forever Program which is a large portion of the overall budget.

    Your Specific Responsibilities:

    Manages the Division’s FCO Budget which includes, but is not limited to, preparing budget and payroll projections, reconciling FCO budget to FLAIR reports monthly which includes expenditures, encumbrance, release balance, etc., reconciling payroll, tracking expenditures, codes and approving task assignments and agreements, approving forms to initiate new contracts, processing warrant requests, certifying forward FCO, preparing budget amendments, record allotments and allotment adjustments, etc.

    Develops and maintains data reporting methodology and reports for the budget and disbursements of Land Acquisition Program. Conducts correspondence with all involved state agencies to collect, issue and distribute relevant information regarding all aspects of the program to varying internal and external customers. Develop and updates the monthly Land Acquisition Status Report and publishes it on the DSL Florida Forever web page. Creates special reports as requested by management, in response to data requests from internal and external customers.

    Develops reports including, but not restricted to, those related to the Acquisition and Restoration Council (ARC)’s historical ranking decisions, allocations of Conservation and Recreation Lands management funds to state agencies, and private use of lands acquired with bond funds.

    Provides guidance and direction in the management of Florida Natural Areas Inventory (FNAI) contract. Monitors all task assignments, ensuring their timely completion. Schedules and participates in regular, periodic meetings between OES management and FNAI to discuss work products, direction, and other contract issues.

    Reviews, summarizes, and makes recommendations on pre-approval requests from the water management districts (WMD) for acquisitions, disposals, and exchanges, as requested. Processes WMD invoices from the Water Management Lands Trust Fund, the Florida Forever and Save Our Everglades trust funds.

    Develops rules, reports and policy recommendations for the state’s conservation land acquisition planning and assessment program, including reports summarizing performance measurement data for the program area.

    Provides special assistance to the Office, Division and Department, coordinating, conducting, and formulating technical and policy reviews and recommendations involving the state’s land conservation issues and programs.

    Supervises and manages direct report by providing guidance, direction, and review of their work to effectively implement programs and meet priorities. Address challenges and communicate issues to senior management. Set performance goals, expectations and deadlines m Manage personnel issues, including hiring, training, mentoring, evaluating and any disciplinary actions for staff under supervision.

    Assists the Program Administrator, the Planning Manager, and the Government Operations Consultant II with operating budget duties throughout the year as needed.

    Prepares and updates FCO desktop procedures as requested and needed.

    Performs other related duties.

    Required Knowledge, Skills and Abilities:

    Knowledge of:policies and practices involved in personnel/human resource functions; basic management principles and practices; the methods of data collection and analysis.Ability to:determine work priorities, assign work and ensure proper completion of work assignments; communicate effectively both verbally and in writing; establish and maintain effective working relationships with others; formulate policies and procedures; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; organize data into logical format for presentation in reports, documents and other materials; collect, evaluate and analyze date to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact-finding research; work independently; solve problems and make decisions; demonstrate teamwork; supervise direct report.

  • Position is required to comply with Regulatory Responsibilities as outlined in 60L-36 F.A.C. and with Vendor/Invoice Warrant Processing responsibility, Section 215.422 FS.
