Your Specific Responsibilities:

Partners with the Office of Disability Adjudication and Review (ODAR)/Social Security Administration (SSA)/Florida DDS area offices to schedule video conference hearings to create efficiencies and reduction in expenditures involved with conducting a hearing.

Manages time and space for the use of the video conferencing equipment/location and notifies all participants in a timely manner of the scheduled hearing or any changes that may occur.

Manages all off sight hearings to include finding locations, establishing procedures and reviewing the process to identify any opportunities for improvements.

Conducts face to face (video conference) hearings requested by individuals whose case is reviewed due to mandate by congress and benefits are proposed to be discontinued.

Assists the Program Administrator with writing internal polices for all business processes.

Manages and directs the activities of a unit of hearing officer (HO) to ensure that operational objectives are met in terms of the quantity, quality and timeliness of work performed.

Reviews and analyzes case management data for the purpose of evaluating each HO by established criteria regarding performance requirements and program goals and expectations. Communicates on a regular basis with HO and provides quarterly assessments to each assure that the criteria expectations are understood. Provides quarterly assessments to each HO regarding his/her performance. Takes appropriate corrective action as necessary.

Maintains a cumulative record of each HO’s performance data for the purpose of conducting probationary, quarterly, annual or special performance evaluations.

Reviews case files at various points in the development and adjudicative process to ensure that all actions taken are appropriate and adhere to the rules of Process Unification. Assesses a variety of documents in the case file to determine evidentiary sufficiency and compliance with Social Security law and regulations.

Assures compliance with timeliness targets through assessment of the HO’s development techniques by reviewing cases at specified ages, e.g., outside the parameters of the office profile, and by providing input on development and advice on alternative actions.

Maintains quality by reviewing cases at various stages of development and using the formal review system established for the area office, along with targeted reviews or formal studies. Initiates any necessary corrective action designed to improve quality.

Coordinates training for new and experienced HOs in the unit. Provides on-going training as required to explain new or revised medical, vocational and technical instructions, or to reinforce previously acquired knowledge.

Monitors closely management reports on the expenditure of funds used to purchase medical evidence. Assures optimum cost effectiveness through reviews of requests for purchase of consultative examinations and special testing to determine appropriateness and need.

Routinely studies publications of Social Security and State agencies pertaining to the program to keep abreast of new developments and changes in medical and vocational aspects of disability.

Reviews and analyzes pre-hearing cases that have been forwarded for a face-to-face disability hearing to assess compliance with established program policies and to ensure conformance with established Federal quality guidelines.

Evaluates the evidence in the file to assess the accuracy of the decision and the sufficiency of documentation.

Identifies decisional or documentation deficiencies.

Prepares a written analysis of the deficiencies, including specific recommendations for corrective action.

Maintains and analyzes management data on hearing case reviews.

Prepares monthly/annual consolidated analyses of review findings for the management staff.

Identifies trends in hearing case accuracy and case deficiencies.

Recommends solutions to problem areas in hearing case development or decision making.

Prepares periodic summaries of specific hearing review findings and recommendations for corrective action.

Prepares ad hoc reports on specific aspects of the hearing review findings as requested.

Travels to area offices and to SSA field offices and conducts periodic on-site visits.

Reviews quality management practices and performance on hearing cases.

Attends hearings conducted by HO to ensure training provided regarding the conduct of the hearings is exercised.

Discusses area office quality indicators with the management staff.

Recommends appropriate management actions or solutions, including training.

Performs related work as required. This may include, but is not limited to, the following:

Assists the Claims Adjuster/Examiner/Investigator in scheduling and maintaining the hearing calendar.

Responds to claimant inquiries regarding scheduled hearings.

In an emergency situation, may be called on to conduct disability hearings, following all the guidelines and standards set out for the Administrative Law Judge/Adjudicator and Hearing Officer.

Must assure that approval of invoices be completed within five (5) working days as required by Section 215.422, Florida Statutes and Chapter 3A-24, Florida Administrative Code.

Special case related projects.

Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave, and having the authority for hiring and taking disciplinary action of effectively recommending such actions.

Required Knowledge, Skills, and Abilities:

Knowledge of anatomy, physiology, function, dysfunction, and disease processes.

Knowledge of computer operation, and office automation equipment.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to the processing of Social Security disability benefits.

Qualifications:

Prior supervisory and DHU experience is required.
