THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE.

Some travel may be required.

This is a full-time Career Service position, working 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

Salary to be determined, based on relevant experience.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

Required Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university or equivalent.

  • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. All costs are the responsibility of the applicant.

  • Minimum of two (2) years’ experience related to conducting quality assurance or quality control activities within a programmatic context (i.e., non-profit agencies, state programs, federal agencies, etc.).

  • Minimum of one (1) year experience developing and delivering presentations.

  • Minimum of one (1) year experience in positions/roles that require public speaking.

  • Proficient using Microsoft Office (Word, Excel, and Power Point).

    Preference will be given to candidates who meet the following:

  • Two (2) or more years of experience working with refugee or immigrant populations.

  • Prior experience organizing and analyzing data to formulate recommendations or conclusions.

  • Prior experience coordinating and/or facilitating meetings on various social platforms.

  • Bilingual or multilingual

    POSITION DESCRIPTION

    This is an administrative and professional position in the Department of Children and Families (Department) Office of Economic Self-Sufficiency (ESS), Refugee Services Program.

    The duties and responsibilities include, but are not limited to the following:

  • Serves as the program lead on activities related to quality assurance/ control for Refugee Services programmatic components.

  • Designs tools that assess and evaluate that refugee services are being delivered in adherence to federal guidelines and regulations.

  • Develops and coordinates an annual plan/schedule of activities, to include on-site visits and case file reviews, whenever possible in coordination with the Contract Unit On-site schedule.

  • Develops professional written report of outcomes that summarizes best practices and recommendations to be shared with providers, management, and contract team to act upon.

  • Guides subject matter experts and other program staff in projects designed to assess the effectiveness of specific refugee service (i.e., employment, adult education, youth, etc.) components.

  • Routinely compiles, reviews, and analyzes available data to ensure meaningful results are being achieved and raises issues of concern to management offering recommended solutions.

  • Reviews all relevant material (i.e., policy letters, CFR, dear colleague letters, refugee services state plan, RS deliverable and/or performance reports, tableau workbooks, etc.,) on file for the various service components to maintain current on changes and update programmatic case review tools as needed.

  • Participating or coordinating community engagement activities in collaboration with government agencies, resettlement agencies, community-based organizations, local workforce boards, contracted service providers and other stakeholders statewide, including convening and chairing local refugee task force meetings, participating in consultations (i.e., reception and placement consultations, matching grant, preferred communities, etc.) to ensure effective program planning and services to refugees in Florida.

  • Function as a point-of-contact and coordinate with DCF circuit staff in the assigned region.

  • Conduct client engagement activities including but not limited to responding to and resolving individual refugee issues, making appropriate referrals, maintaining contacts with local organizations, and making presentations at public events to raise awareness of refugee program services, in the assigned region.

  • Lead regional teams and assigned work groups, to ensure service/program analysis activities are conducted at least quarterly to evaluate service/region outcomes and program effectiveness.

  • Provide technical assistance or training to address outcomes and service delivery issues and facilitate semi-annual provider meeting to address policy and service updates.

  • Supporting the review, development, and evaluation process of contract and/or procurement documents/activities (i.e., negotiations).

  • Conduct assessment of community services needs and produce periodic reports, including but not limited to Uptake Analysis, Community Services Analysis

  • Report on arrivals, new populations, and emerging refugee issues in the assigned region.

  • Review, update and maintain information found on the DCF Refugee Services website.

  • Communicate regularly with contracted providers and community liaisons to ensure statewide provider contact information is accurate. Work with management to ensure programmatic, eligibility, and statistical information is reviewed and updated as necessary.

  • Maintaining current and detailed knowledge of the laws, policies, and regulations impacting the Refugee Services program in Florida and developing strategies to modify program as needed to address policy changes and ensure program compliance.

  • Assist in the development and implementation of the Refugee Integration and Self Sufficiency Annual Survey.

  • Ensure that an adequate number of individuals participate in the survey.

  • Take a lead role in analyzing survey results.

  • Organize results into a professional annual report that summarizes data and provides feedback on the impact of services.

  • Performs other related duties as assigned.

    Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of the methods of data collection and analysis.

  • Knowledge of basic management principles and practices.

  • Skills operating computers.

  • Skills utilizing word processing and spreadsheet applications.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
