Government Operations Consultant II Economic Self Sufficiency Policy & Programs Team ESS Policy Specialist – Medicaid Eligibility

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE.

Location: 2415 North Monroe Street, Suite 400, Tallahassee, FL 32303

Some travel will be required.

This is a full-time Career Service position, working 40 hours per week.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

Salary to be determined, based on experience, up to $42,000 min to $52,000 max.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

Required Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university.

  • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. Unofficial transcripts are not accepted. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements.   • One (1) or more years in Economic Self Sufficiency (ESS) program policies, and sufficient knowledge and expertise in the ESS operational processes.

    Preference will be given to candidates who meet the following:

  • One (1) or more years’ experience in determining eligibility for the Medicaid program - Food Assistance (FA), Temporary Cash Assistance (TCA) and Refugee Cash Assistance (RCA) eligibility, including federal administrative policies, procedures, guidelines, and directives related to program eligibility, and a solid working knowledge of other public assistance programs administered by DCF. Detailed and up to date knowledge of federal and state laws, and policies of public assistance programs.

  • Demonstratable knowledge of ESS databases and information technology systems.

    POSITION DESCRIPTION

    This is a responsible professional position in the Medicaid eligibility policy unit of the ESS Program Office. The individual in this position will be responsible for the planning, development, and implementation of program policy; planning and developing new and improved programs; analyzing the impact of proposed legislation; developing and coordinating implementation of Medicaid Program policy, participating in special projects; coordinating inter-program development activities; evaluation studies; and coordinating inter-program development activities. This position must maintain a thorough knowledge of Medicaid eligibility by reviewing federal administrative policies, procedures, guidelines, and directives related, and a solid working knowledge of other public assistance programs administered by the Department of Children and Families (DCF). This position assists in the evaluation and assessment of proposed changes to eligibility and operations; identifying potential problems; and, recommending appropriate actions necessary to prepare administrative rules, state plans, legislation, and policy materials, including Medicaid policy transmittals, clearances, and training.

    The duties and responsibilities include, but are not limited to the following:

  • Maintain up-to-date knowledge concerning the Medicaid Program, including pertinent statutes, Title XIX of the Social Security Act, Medicaid State Plan, Florida Administrative Rules and Regulations of the Department of Health and Human Services, public assistance manuals, procedural guides, and the FLORIDA System.

  • Research, review and analyze federal regulations, proposed regulations, federal laws, state laws, Supreme/District Court decisions pertaining to public assistance policy. Develop responses to proposed regulations by analyzing the impact of changes to current program policy.

  • Be aware of decisions at federal, state, and departmental levels requiring program development and implementation activity. Research, review, analyze and evaluate options for program policy changes in conjunction with identified customer and/or program needs incorporating fiscal impact; prepare related issue papers for consideration.

  • Review the impact of proposed changes affecting Medicaid eligibility in federal statue and regulation, state law statue and judicial decision. Prepare analysis describing the effect and impacts of these changes.

  • Analyzes the need for and recommends policy and procedural changes in Medicaid Program policy based on review, analysis, evaluation and assessment of performance reports and other appropriate data sources.

  • Coordinates with state and federal staff as well as other interested parties on development and implement Medicaid Program policy.

  • Prepares written policy material, addressing Medicaid eligibility in a uniform, concise manner.

  • Assists in the development and presentation of training materials related to Medicaid Program policy changes.

  • Prepares timely and clear responses to circuit/regional inquiries related to Medicaid Program policy and procedure.

  • Follow up on changes to Medicaid Program policy to evaluate impact and recommend additional actions.

  • Identifies necessary FLORIDA System programming changes and assist in preparing design requirement documents. Assists in acceptance testing and provides policy related technical assistance on FLORIDA System functionality.

  • Analyze program office reports and/or circuit/regional office reports related to Medicaid eligibility for the purpose of interpreting outcomes and impacts of program policies.

  • Assist in interpreting policy and procedures to program office staff and other state and federal agencies and provide interpretations.

  • Assumes responsibility for consultation with other units within the program office, and the legal department in the development of policy material and procedures.

  • Assists in the development and presentation of training materials related to Medicaid Program policy.

  • Compiles facts and materials for court and other related cases and consults with General Counsel and circuit/regional legal staff on legal issues.

  • Performs other related duties as assigned.

  • Detailed and up to date knowledge of federal and state laws, and policies of public assistance programs.

  • Ability to manage a complex organizational unit, maintains control, analyze performance and operational problems, and develop creative solutions with minimum resources.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate with clarity and conciseness, orally and in writing.

  • Knowledge of methods of compiling, organizing, and analyzing data.

  • Knowledge of social, economic, administrative, and planning techniques.

  • Detailed knowledge of the department’s organizational structure and its functioning.

  • Ability to work effectively with individuals within and outside the department, including the media, legal services, organizations, and client advocacy groups.

  • Ability to conduct research studies.

  • An understanding of computer systems and their impact upon program operations.
