This posting is for succession planning and a transfer of knowledge for the Minnesota Department of Revenue’s Chief Disclosure Officer role. This is a temporary unclassified position that has the ability to run for up to three (3) years.
The Chief Disclosure Officer manages the implementation of statutory responsibilities for protecting and disclosing department information in accordance with Minn. Stat. Chapter 270B, IRS Publication 1075, and information exchange agreements with the IRS, Social Security Administration (SSA), Federation of Tax Administrators (FTA), and other agencies of the State of Minnesota. This includes: (1) coordinating the development and implementation of policies, standards, and procedures to safeguard department data and information, including Federal tax information (FTI); (2) managing relationships with department data exchange partners, including the IRS, SSA, other states, and other Minnesota agencies; (3) managing the exchange of taxpayer data and information with authorized partners; (4) negotiating and administering information exchange agreements; and (5) provide management support and back-up to department's data practices compliance official and records manager.
This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 75 miles of the office will be required to work in the office at least 50% of the time each month. For those who live 75 or more miles away, the requirements are currently being assessed for each agency.
Minimum Qualifications
Four (4) years of professional experience with either: (1) coordinating and overseeing compliance with federal, state, or local government program requirements; or (2) implementing or coordinating and overseeing an organizational initiative, program, project, or business activity with established deliverables.

• Problem solving skills sufficient to identify issues, propose solutions, and advise others on such issues as well as solutions.
• Knowledge of federal and state laws, regulations, and policies involving data privacy, data security, disclosure, and records management.
• Skilled at managing and prioritizing competing business activities to meet deadlines and achieve organizational objectives.
Preferred Qualifications
• A bachelor’s degree in political science, public administration, business, or related field.
• Knowledge of federal and state disclosure laws and requirements concerning federal and state tax return information.
• Familiar with National Institute of Standards and Technology (NIST)800-53 Security and Privacy Controls.
• Experienced negotiating and administering information sharing, service level, or collaboration agreements.
• Skilled in workplace leadership, including the ability to support, guide, communicate, and simplify complex information for internal staff and external partners at all levels.
• Experienced at developing, maintaining, and implementing policies, standards, and procedures to achieve organizational objectives.
• Skilled at eliciting meaningful responses and information from internal and external stakeholders to inform organizational decisions, process documentation, or responses to inquiries.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and other office items.
