Flexible hours will have some constraints since this is a leadership position that interfaces with many other staff and supervises a growing team, and needs to be available when colleagues are working. Largely the expectation would be that this person would manage their own time, consistent with those requirements and with getting the work done.**

This position serves as the Homelessness, Housing, and Support Services Administration’s (HHSSA) Chief Administrative Officer and Recovery Director. This position oversees and is responsible for the overall management of central activities and functions for the administration, including biennial and operational budgeting, operations, and centrally based initiatives.This position provides leadership in the administration and in department-wide forums, representing HHSSA and its Assistant Commissioner .

Domains of responsibility include:

  • Directing Operational Management : On behalf of the Assistant Commissioner, direct operations, monitor and evaluate the financial and administrative health and effectiveness of its business systems, and oversee the management and use of the administration’s financial and human resources. Ensure that the administration is managed and operates within limits set by federal and state laws, budget constraints and Department of Human Services (DHS) directives. Oversee administration involvement in approximately 25 department-wide groups that work on various operational management activities.

  • Directing Contractual Management : Provide contractual oversight of executive level business; in conjunction with the Assistant Commissioner, strategically plan for and protect the contract financial integrity of administration business operations and make data-based resource decisions. Advise the Assistant Commissioner and administration leadership on contract/grant status and needed interventions to keep its accounts solvent and processes functioning smoothly.

  • Provide oversight for cross-divisional and cross-administration initiatives and special projects. Work as a member of the administration leadership team to address and facilitate the resolution of issues, manage and lead policy and program-related initiatives that cross division, administration, and agency boundaries. Work with senior managers in strategic planning and ongoing strategic management. Work closely with managers and staff, including performance measurement and evaluation managers, to ensure that the administration makes data-based policy decisions and focuses on results.

As the administration and the department move toward an integrated organizational structure, more projects and ongoing initiatives require the involvement and resources of multiple divisions. Human and financial resources are allocated from divisions to staff such initiatives. State or federal funds may also be leveraged to fund new initiatives. The Operations and Central Functions unit has been designated to oversee such new initiatives and special projects.

This position requires a systemic understanding of the connections and interactions between the above domains of responsibility and a systemic approach to the work so that good outcomes in one domain can be leveraged to affect better outcomes in other domains.

Minimum Qualifications

Three (3) years of managerial experience managing programs and budgets, including strategic planning, and directing the work of staff for a government or non-profit human services organization.

Experience must include the following:

  • Advanced knowledge of state and federal health, finance, and service delivery systems, including understanding the role of Medicaid and state-funded human services programs.

  • Understanding of the legislative process related to human services policies and budgets.

  • Expertise as a manager a large business’ operations and budgets to include finance, accounting, budgeting, and cost control procedures.

  • Contracting and grant management knowledge/skills and familiarity with policies and requirements.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Practical knowledge of HHSSA and DHS programs and policies integration at the county, state, and federal levels.

  • Facilitator for group discussion to provide guidance, give technical assistance, and make recommendations to internal and external stakeholders.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond flexibly to requests and concerns.

  • Project management and process improvement skills.

  • Knowledge of the state systems, processes, and procedures related to grant management.

  • Technical background in contracts or grants management.
