SUMMARY:Responsible for utilizing independent judgment and industry knowledge and experience to identify and implement complex solutions to meet information technology (IT) systems needs and requirements through designing, coding, testing and analyzing new and existing software, under general to minimal direction. Crowley is seeking a Software Developer IV in direct support of the United States Transportation Command (USTRANSCOM) / DoD migration system from the Automated Air Load Planning System to the Integrated Computerized Deployment System (ICODES) for planning and managing cargo placement within marshalling yards and surface conveyances. The joint decision-support system developed to assist users with the staging and load-planning requirements for multiple military and commercial modes of transportation. The system incorporates intelligent tools for staging, conveyance load planning, and multi-modal planning. The system is designed and implemented in compliance with the principles of a service-oriented architecture to operate within a collaborative environment. The system enables users to plan and track cargo storage for air, ocean, rail, and truck in a single system that affords the capability of one-time entry of the data. It enables the joint community to easily create, exchange and interpret cargo movement plans through a single software application. Other features assist users by providing high quality alternative solutions to complex load planning problems. The system integrates multiple knowledge-based expert systems, data storage, and a graphical user interface within a distributed and collaborative operational environment providing global services to the operating forces. The successful candidate is Responsible for developing, implementing, improving and maintaining Crowley's Information Security solutions to include the Data Classification and Data Loss Prevention (DLP) program. GENERAL RESPONSIBILITIES:Develops, plans and analyzes, designs products, and programs computer software that requires extensive research. Utilizes advanced knowledge in the field of computer science or software engineering along with advanced knowledge of software development and methodologies. Excludes paraprofessional positions. Performs software and system testing procedures, bug verification, release testing, and beta support. Performs product design and programming activities involving multiple modules or subsystems. Participates in design meetings and consults with other staff to evaluate interface between hardware and software, and operational and performance requirements of overall system. Performs complex release testing and beta support for assigned projects and resolves problems found in the software. Prepares documentation required of the product. Analyzes and researches software requirements to determine feasibility of design and marketing requirements within time and cost constraints. May consult with customers concerning application and maintenance of software. May coordinate installation of software system. May serve as a project architect. Acts as a software development subject matter expert (SME) and supports IT organizational objectives through the definition, development and execution of related methodologies, processes and tools in accordance with organizational priorities. Leads and performs need, trend, feasibility and performance assessments related to business information systems and applications to ensure business requirements are fulfilled, risks are mitigated, and value is optimized. Designs, codes, tests and analyzes existing and new software. Leads and conducts code and configuration audits in order to assess accuracy and performance. Leads the implementation of actions or projects that enhance system design and/or streamline performance and productivity based on analysis. Leads the development and documentation of best practices based on management and end-user feedback. Leads the installation of new software systems and provides ongoing technical support for all systems, applications and tools. Oversees the creation of and creates technical documentation and software user guides across all systems, applications and tools that enhance the operation, maintenance and development of systems. Anticipates internal/external business challenges and recommends and implements system value opportunities, including process optimization, policies and procedures, and end-user experience improvements. Indirectly leads other, less experienced, software developers in the implementation of all projects, including the planning and estimation of phases of the Software Development Life Cycle (SDLC). Establishes and maintains partnerships internal/external of the organization to maintain a unified approach to software development and assists in facilitating the resolution of software and business information system issues. Conducts research on emerging software and application development products, languages and standards, and provides recommendations in support of procurement and development efforts. Produces statistical and analytical reports, including communicating the status of projects with various levels of management. Advocates for the professional development of software developers, including providing mentoring and coaching. Provides strategic guidance to IT leadership, key stakeholders and end-users related to the implementation, integration and utilization of business information systems, applications and tools across the organization. EDUCATION:Bachelor’s degree in computer science or a related field; or equivalent combination of post high school education and experience equal to fourteen (14) years. Relevant commercial certifications are desired. EXPERIENCE:10 years of software/application development experience. TECHNICAL PROFICIENCY:Proficient with Microsoft Office products, including Word, Outlook, PowerPoint, and Excel. (See “Variations” for additional technical proficiencies. Knowledge of and ability to design and develop various forms of software and/or applications using a variety of information technology tools and resources. Knowledge of and ability to apply the concepts, principles and practices of the Software Development Life Cycle (SDLC). OTHER:The minimum of a Secret level DoD Security Clearance is required.
