JOB OVERVIEW:The core responsibility of this position is to perform managerial functions associated with overseeing custody and security and activities of the St. Charles County Department of Corrections (SCCDOC). This includes oversight and implementation of measures designed for security (including control and custody, security threat groups, armory related functions, monitoring integrity of the facility and assisting with development security policies.

RESPONSIBILITIES:

  • Conducts Vulnerability Assessments for all locations of the St. Charles County Department of Corrections.
  • Meets with corrections staff to hear and respond to concerns, questions, and complaints. Coordinates staff efforts internally.
  • Communicates and builds positive relationships with other county departments (e.g. facilities, human resources, courts, sheriffs, PD etc.) along with external agencies.
  • Will assist with developing and coordinating RFPs/Q and participate in bid processes.
  • Ability to coach, mentor and discipline staff as needed.
  • Reviews activity reports, correspondence, and inmate concerns.
  • Directs inmate supervisory activity. Allocates personnel and assignments.
  • Coordinates with outside agencies and services including law enforcement, (local, state, and federal) courts.
  • Assist with Developing and implementing department policies and procedures.
  • Meets with inmates to hear and act on concerns, questions, and complaints.
  • Reviews and approves department schedules, staff time and attendance, staff compensatory and over time requests.
  • Oversees, directs, and coordinates federal inmate housing program.
  • Receives and responds to questions, concerns, and complaints from the general public regarding inmate issues.
  • Reviews, approves, and modifies inmate disciplinary actions.
  • Drafts reports and correspondence.
  • Conducts public relations functions. Grants interviews and may be designated to respond to new media inquiries or refers to appropriate person or agency. Conducts tours.
  • Assists the Director in planning functions, budget development and promotional activities.
  • Assist with coordinating staff training.
  • Maintains knowledge of current and new corrections theories, policies, and practices; budget development principles and policies; personnel supervision techniques.
  • Administrator for inmate phone system, morse watchman key control system, door access/camera control/DVR, PIPE security system.
  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations.
  • Oversees security of the Department of Corrections on a twenty-four-hour basis; serves as one of the Departments officials designated to be contacted in the event of any crisis or emergency; when necessary, acts as command officer in the event of a crisis or emergency situation; performs review of written aftermath reports on all crisis or emergency situations.
  • Assists with all required inspections for and by the Department of Corrections, the US Marshalls Service, Grand Jury, ICE, NCCHC and PREA. Assists in executing plans to take corrective action on inspection deficiencies.
  • Assists the Corrections Emergency Response Team (CERT), Fire Emergency Response Team (FERT), Honor Guard and Gang Management Unit functions.
  • Serves in a Chair position of the Classification Committee; makes recommendations to the Classification Committee based on information obtained from security staff reports and other sources.
  • In conjunction with the Lieutenant, inspects all areas of the facility to ensure compliance with all standards of security, contraband control, and sanitation; inspects building, doors, fire/safety equipment, locks, alarms, and other security devices to ensure security of internal and external perimeters; conducts uniform compliance inspections with all uniformed staff during his/her tour of duty.
  • Oversee the Department's Staff Locker Program.
  • Oversees the Countys Drug Testing Program for the Department.
  • Performs first aid and or CPR as needed.
  • Attend all designated training outlined by the Director.
  • Attends meetings; serves on committees as needed; makes speeches or presentations.
  • Responds to inmate disturbances and other emergent situations.
  • Conducts security searches.
  • Ability to be on call 24/7.
  • Keeps the Director of Corrections informed with issues/incidents related to the department.
