C2 GLOBAL PROFESSIONAL SERVICES LLC Manager, Youth Program in Round Rock, Texas
POSITION OVERVIEW:
As the Youth Program Manager, you will provide oversight and operational direction to a team of dedicated workforce professionals servicing the youth of the Coastal Bend area. You will be responsible for delivering contractual goals and objectives while retaining and cultivating talent.
Expectations in this role include delivering outcomes to established programmatic goals for the youth program while developing a comprehensive pre-vocational and pre-employment program. This position will also require you to establish and maintain relationships with employers for job development purposes and conducts vocational exploration for participants enrolled in the program. This position will also require you to maintain current knowledge of applicable federal, state, and local regulations and policies, contract deliverables from our funding agency partners, and performance standards and calculations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Coordinates all youth related partnerships with schools (ISDs, Colleges and Universities), other youth serving community based organizations and advocacy groups.
- Conducts evaluations to measure skill attainment of job seekers, to include determining job readiness and enters data into TWIST.
- Tracks and maintains records of participation in skill development activities for inclusion in TWIST and in customer case files.
- Responsible for accurate reporting and tracking of client data including case files, enrollment statistics, attendance at workshops and job fairs and retention statistics.
- Works closely with youth staff towards monthly and quarterly customer employment placement goals.
- Collaborates with other programs, agencies or organizations on skills development activities.
- Performs outreach and recruitment through community involvement to a diverse youth population.
- Coordinates job development, work experience and professional mentoring services.
- As a member of the management team, convenes staff and teams to review the effectiveness of the service delivery system and the efficient use of resources and makes recommendations for improvement; develops a team approach to problem resolution.
- Complies with and enforces all company human resources policies and procedures; evaluates staff and makes recommendation for action.
Education and Experience Requirements:
- Bachelor Degree from an accredited university or college in a relevant field of study and two (2) years of experience working in the public or private sector, preferably in a field of workforce development, or
- Associate Degree from an accredited college or university in a relevant field of study, and four (4) years of work experience in the public or private sector, preferably in workforce development, or
- High School Diploma or equivalent from an accredited educational institution with six (6) years of work experience in the public or private sector, preferably in workforce development.
Skills/Qualifications
- Strong understanding and extensive knowledge of the workforce programs and the workforce system; understand the Texas Model and workforce integration.
- Strong experience in budgeting and funds management.
- Strong leadership skills (ability to motivate and provide guidance to staff, management and leadership).
- Strong interpersonal skills (ability to communicate effectively and interact with all stakeholders).
- Strong knowledge of effective management techniques and practices, including planning, implementing and assessing results. Ability to analyze and interpret information (policy) and data (performance) and provide meaningful feedback for action; ability to develop solutions to meet organization goals, using all existing databases and related management information systems (TWIST, WIT, Ad hoc reports, budget templates, etc.).
- Demonstrated computer skills, with experience using word processing and spre dsheet software programs.
- Familiarity with the communities being served, with knowledge and understanding of local needs and resources.
- Prefer work experience in a performance based environment, public or private, the ability to analyze and interpret information and data and provide relevant feedback for action
