Job Description

Job Title: Government Relations & HR Administrator Officer

Location: Riyadh, Saudi Arabia

The Government Relations & HR Services Officer is responsible for managing employment-related governmental activities, ensuring compliance with Saudi labor laws, Saudization requirements, and RHQ regulations. Additionally, this role will manage end-end HR administrative services, including liaising with payroll and medical insurance partners, vendor management, and handling PR & PO administration to ensure seamless HR service delivery.

KEY ACCOUNTABILITIES

Government Relations Activities:

  • Serve as the primary liaison with government entities (MHRSD, GOSI, MISA, MOI, Riyadh Chamber of Commerce and RHQ authorities).

  • Ensure compliance with Saudi labor laws, employment regulations, and RHQ requirements.

  • Represent the company in inspections, and government engagements.

  • Manage and carry activities of work permits, Iqamas, visas including exit-reentry and expatriate onboarding, including medical tests and government registrations.

  • Attesting letters from Riyadh Chamber Of Commerce for Commercial entity and RHQ.

  • Address and resolve government-related employee issues, including labor disputes and residency matters.

  • Manage Isteqdam activities end-end.

HR Services, Payroll & Medical Insurance:

  • Liaise with payroll providers to ensure accurate and timely salary processing while ensuring compliance with GOSI, and other statutory requirements.

  • Collaborate with medical insurance partners to manage employee enrollments, claims processing, renewals, and policy updates.

  • Act as the main point of contact for employees regarding payroll and medical insurance inquiries, ensuring timely resolution of concerns.

  • Ensure compliance with company policies and requirements related to payroll and employee benefits.

Vendor Management & PR/PO Administration:

  • Manage relationships with external HR service providers, government liaison agencies, payroll providers, and insurance vendors.

  • Handle PR (Purchase Requests) and PO (Purchase Orders) for HR-related services, ensuring proper approvals and timely payments.

  • Track HR operational expenses and ensure alignment with budgetary constraints in reference to HRBP advise.

Saudization & Workforce Compliance:

  • Ensure compliance with Saudization quotas (Nitaqat) by managing documentation and reporting.

  • Support the hiring and onboarding of Saudi nationals in alignment with workforce planning.

  • Monitor and report Saudization decisions/ progress and address any challenges in timely manners.

Process Optimization & Systems Management:

  • Handle government and HR platforms activities (Qiwa, Absher, Muqeem, Mudad and Riyadh Chamber Of Commerce) and ensure compliance and efficiency.

  • Identify and implement process improvements to enhance HR services.

  • Maintain accurate and up-to-date HR records for compliance, reporting, and audits.

SKILLS AND KNOWLEDGE

Education:

  • Bachelor’s Degree or Diploma in Public Administration, Business Administration, Human Resources, or a related field.

Experience:

  • Minimum of 3–5 years of experience in government relations and HR services, with a focus on government relations, Admin/Personnel and HR services.

  • Proven experience in payroll activities and medical insurance management.

  • Familiarity with RHQ program requirements and MISA regulations is highly preferred.

  • Proven expertise in Saudization compliance and visa processing.

Skills:

  • Strong knowledge of Saudi labor laws, RHQ regulations, and government portals such as not limited to ; (Qiwa, GOSI, Absher, Muqeem).

  • Excellent networking, communication, and negotiation skills.

  • Fluency in Arabic and spoken (written and spoken).

  • Fluency in English is preferred.

  • Strong organizational skills with attention to detail and the ability to manage confidential matters.
