Job Description Summary

As a commissioning specialist, you will be responsible of performing installation, services and maintenance activities on customers' site/property for Transform Monitoring and Diagnostic (M&D) devices. These activities contribute to, maintain, repair and refurbish sold or existing products. You will handle all types of maintenance service (preventive and remedial), manage maintenance facilities and field services engineering. You will also be accountable for the quality of your own work. As a Commissioning Specialist Transformer M&D, you will also be responsible for commencing, coordination and completion of the Testing & Commissioning Works of the Electrical substation protection and control systems in accordance with the overall targets (Safety, Quality, Cost and Delivery) defined for the Project and in line with the technical specifications of the Contract.

In line with Saudization requirements preference will be given to qualified Saudi nationals.

Job Description

Roles and Responsibilities

  • Perform all activities related to the testing and validation of an equipment, facility or plant in accordance to the design objectives or specifications for operational use, including performance services, and performance tests

  • Develop conceptual knowledge of professional discipline. May include support roles with specialized expertise or technical knowledge in broad area.

  • Apply general knowledge of business developed through education or past experience.

  • Understand how work of own team contributes to the area.

  • Resolve issues using established procedures. Consults supervisor or more senior team members for issues outside of defined instructions/parameters.

  • Collaborate with others to solve issues. For customer facing roles, develops strong customer relationships and serves as the interface between customer and GE. Exchanges technical information, asks questions and checks for understanding.

  • Recording and reporting of Quality Objectives & KPI data

  • Coordination with Client for Daily activities

  • Recommend field changes beneficial to plant operations or necessary for efficient commissioning.

  • Prepare final Commissioning report highlighting problem areas, recommended engineeringchanges, improvements in organizational efficiency and personnel performance evaluations to ensure that experience gained from each Commissioning is fed back to PM Team.

  • Prepare monthly progress reports of activities performed by Commissioning group and highlight any negative events such as delays, design/erection errors, missing spares etc.

  • Check those safe procedures – Permits, Method Statements, Risk Assessments, LOTO and all high-risk activities are followed during operation sequences and in use of equipment and materials.

  • Capability in managing commissioning activities, site planning, process analysis, team formation, and coordination with internal and external team.

  • Possess a profound understanding of industry nuances and technological trends, distinguished by the successful implementation of quality control methodologies to attain unparalleled product excellence while minimizing overall costs.

  • Testing & commissioning of LV/MV/HV/EHV equipment (CT, VT, Power Transformer tap changer).

  • Perform Testing of substation various types of protection, control, Meter, Annunciator and auxiliary relays.

  • provide and prepare technical reports documents for site activity and reviewing the customer feedback .

  • Inspecting and upholding quality standards for incoming materials and equipment, identifying gaps, and implementing corrective actions.

  • assist and corporate to provide activity plan for site schedules and Man-Days calculation required for site activity for Sales team and tendering .

  • Reviewing drawings, proposing modifications as needed, and preparing as-built documentation and red markup drawings.

  • capability to Coordinating with clients, subcontractors, vendors, to ensure that activity progress match with customer requirements.

  • Testing DGA500,DGA900 and MS3000 and implementing changes in application configuration per client/site requirements.

  • Checking M&D communication , alarms, events, and indications up to PSA & SAS substations, including closed- loop testing.

  • MS3000 Programming, configuring, and testing digital & analog signals , and transducers based on client specifications with SCADA.

  • Developing detailed isolation work schedules for outage work in the existing system (CT, VT, AC, DC circuits).

  • Reviewing and applying final settings for protection relays, conducting final trip tests and End-to-End tests.

  • make Troubleshooting on various Hydran M2TRANSFIX DGA500,DGA9000 , MS3000 schemes, control schemes, operating equipment, and devices.

  • Overseeing and monitoring testing and commissioning activities with a strong emphasis on safety protocols and GE safety Roles.

  • Providing technical leadership for testing and commissioning, aligning with client objectives, and offering a techno- commercial perspective, including detailed cost-benefit analysis.

  • Ensuring the accuracy, precision, and specificity of testing methods for M&D products.

  • Verified and installation the piping /FO cabling/interface between the different elements of M&D devices ,Transformers and SCADA.

  • Conducted risk, opportunity assessments (Technical) during commissioning phase to ensure implementation of commissioning plan, identifies and reports potential risks related to contract/quality and recommends resolutions to management.

  • Represented Design review/commissioning function during the project meetings, contributed with function manager to creation of the project commissioning plan, planned mobilization of staff, subcontractors, and client to site.

  • Acceptability for Multi-mobilization based on the site requirements in and out of KSA.

  • Organizing and managing all the substation tests

  • Preparing test plan and associated test procedures

  • Carrying out all type of site tests of protection and control systems.

  • Establishing and updating testing schedule, in accordance with overall schedule

  • Managing test equipment at site such as: digital multi-meters, injection sets, watt-meters, etc., and ensure their calibration certificates are valid.

  • Checking all tests done on site are in accordance with contact requirements (quality, type)

  • Issuing and managing non-conformance reports when required

  • Ensuring marked-up of all drawings for preparation of as-built documentation

  • Centralizing/filling test reports and ensuring they are duly approved/signed by Consultant (if any) or Client

  • Organizing and managing the backup of all equipment computer files such as protection relays settings equipment configuration etc., in order to deliver them along with marked-up drawings

  • Ensuring compliance to PMH, GRID Quality & EHS Policies and IMS procedures

  • Coordination with Client for Daily activities

  • Recommend field changes beneficial to plant operations or necessary for efficient commissioning.

Required qualifications

  • Minimum Bachelor’s Degree in Electrical engineer /Power System/ communication.

  • Minimum of 5 years’ experience in M&D system in Substation technical/T&C/ services/works in Utilities and industrial.

  • Experience in Industrial & Utility EHS & site requirements.

  • Outstanding written , communication, presentation/ training skills in English

  • Proficient in conflict resolution , group interaction and team building.

  • Demonstrated ability to interact well with diverse stakeholder group.

  • Technical background for DCS/SAS systems and IED communication

  • Knowledge for Cybersecurity , IEC61850 protocol , Modbus , IEC101 , IEC 104 and IEC103

  • English is a must

  • Able to travel 70% of time (Locally & Globally)

Desired Characteristics

  • Arabic language is advantage

  • Trainer experience is plus

  • Ability to communicate with customer, prepare site activity schedule and deliver on time.

  • Team oriented and collaborative approach including outstanding listening skills and ability to manage through influence.

  • Genuine commitment to EHS culture and commitment to I&D agenda

  • Comply with Quality Procedures, work instructions and Processes, and Spirit and Letter compliance rules. Resolve any non-conformances and process in a timely manner

  • Build strong relationship with GA customers and business stakeholders: National Grid standard & qualification, projects and operations teams; contractors; system integrators.
