Job Description:
Parsons is looking for an amazingly talented Area Procurement Manager to join our team! In this role you will get to oversee procurement operations within a specific region, ensuring the efficient and cost-effective sourcing of goods and services for large-scale infrastructure projects. This role requires a strategic thinker with extensive experience in procurement management, supplier negotiations, and cost control.
The ideal candidate will have a strong background in the construction and infrastructure sectors, particularly in managing procurement for airport or civil engineering projects , and the ability to lead a team to deliver procurement goals successfully.
What You'll be Doing;
Develop and implement procurement strategies tailored to the needs of large-scale projects, ensuring that they align with organizational goals and objectives.
Analyze project requirements and develop comprehensive procurement plans that outline timelines, resource needs, and cost estimates.
Collaborate with project managers, engineers, and other stakeholders to identify procurement needs and plan for timely delivery.
Establish and maintain strong relationships with suppliers and vendors to ensure the timely and cost-effective delivery of goods and services.
Negotiate terms and conditions with suppliers to secure the best possible prices, delivery terms, and quality standards.
Conduct regular supplier performance evaluations and work closely with suppliers to resolve any issues related to delivery, quality, or pricing.
Identify new and alternative suppliers to improve procurement efficiency, quality, and competitiveness.
Oversee the procurement budget for projects within the area, ensuring that all purchases are made within budget constraints and cost targets.
Monitor and track procurement expenditures and identify opportunities for cost-saving initiatives.
Implement strategies to reduce procurement costs without compromising quality, performance, or delivery times.
Prepare and present regular procurement reports, including cost analyses, to senior management.
Lead the negotiation of contracts with suppliers, ensuring that terms are favorable and in line with company policies.
Manage and administer contracts to ensure compliance with terms and conditions, including delivery schedules, quality standards, and payment terms.
Address any contract disputes or issues that arise during the course of the project, working to find timely resolutions.
Continuously assess procurement processes and identify areas for improvement to streamline operations, enhance efficiency, and reduce lead times.
Implement best practices in procurement, ensuring compliance with industry standards, company policies, and legal requirements.
Leverage technology and procurement software tools to automate and improve procurement functions, including vendor management and contract administration.
Identify and mitigate procurement risks, including supply chain disruptions, quality issues, and delivery delays.
Ensure that procurement activities comply with all relevant regulations, safety standards, and environmental requirements.
Stay updated on industry trends, regulatory changes, and best practices in procurement and supply chain management.
Manage and mentor a team of procurement professionals, providing leadership and guidance to ensure high-performance levels.
Conduct regular performance reviews, training, and development to ensure team members are motivated and aligned with organizational goals.
Promote a culture of collaboration and continuous improvement within the procurement team and across departments.
Serve as the main point of contact for procurement-related matters with internal stakeholders, including project managers, engineers, and senior leadership.
Provide regular updates to management on procurement progress, supplier performance, and procurement risks.
Ensure clear communication between procurement teams and other departments to ensure alignment and coordination on project timelines and requirements.
What Required Skills You'll Bring;
Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field. Professional certifications in procurement or supply chain management (e.g., CIPS , C.P.M. ) are a plus.
Minimum of 10 years of experience in procurement management, particularly within the construction or infrastructure sectors , with at least 3 years in a managerial role
Proven experience in managing procurement processes for large-scale projects, especially in airport infrastructure or civil engineering .
Strong experience in supplier management, contract negotiation, and budget oversight.
Expertise in procurement strategies, cost management, contract negotiation, and supplier relationship management
Strong understanding of procurement software and tools (e.g., SAP , Oracle , Ariba , Procurify ).
Excellent communication, negotiation, and interpersonal skills.
In-depth knowledge of procurement regulations, supply chain management, and best practices.
Strong organizational and problem-solving skills, with the ability to manage multiple priorities effectively.
What Desired Skills You’ll Bring:
Certifications such as CIPS (Chartered Institute of Procurement & Supply) , C.P.M. (Certified Purchasing Manager) , or APICS (American Production and Inventory Control Society) .
Experience with airport construction or large-scale infrastructure projects .
Familiarity with Lean Procurement practices or just-in-time (JIT) inventory management.
Ability to drive innovation and continuous improvement in procurement practices.
Strong business acumen, with the ability to understand broader business implications of procurement decisions.
