Program Research Specialist Trainee 1 (Criminal Justice) (starting salary $49,363): A bachelor's degree in a qualifying field.Program Research Specialist Trainee 2 (Criminal Justice) (starting salary $52,198): A bachelor's degree in a qualifying field and one year of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.+Program Research Specialist 1 (Criminal Justice) (starting salary $65,001): A bachelor's degree in a qualifying field* and two years of qualifying professional experience+. Qualifying degree fields: criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics. Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Research Specialist 1 (Criminal Justice), G-18/Program Research Specialist Trainee (Criminal Justice), NS, position in the Division of Forensic Services (DFS), Diversion Center. The Diversion Center’s mission is to support jurisdictions in the development, implementation, evaluation and replication of initiatives to the reduce arrest and incarceration of persons with serious mental illness (SMI). The general services provided by the Diversion Center are the assessment of local resources, current practices, and gaps in services through sequential intercept mapping; researching, training and technical assistance for the identification and diversion of justice-involved mentally ill individuals from incarceration; and researching, training and technical assistance to develop and sustain Crisis Intervention Team (CIT) programs in communities throughout NYS. The Aligning to Build Lasting Engagement (ABLE) team is a new initiative for the Diversion Center. The ABLE team will focus on individuals known to cycle through shelter, hospitals, jails, and prisons. This team will be responsible for establishing and monitoring data shared by law enforcement, correctional entities, hospitals, and providers to facilitate connections to services, including housing, and will collaborate with OMH regional field offices, local mental health providers, local law enforcement agencies, and other community stakeholders. To most effectively implement this initiative, DFS is establishing a Forensic Evaluation Research Unit, which will support the ABLE team as well as evaluate current Diversion Center programs. The Evaluation Research Unit will use state-wide available data to identify high utilizers of the mental health and criminal justice system, conduct research to identify risk markers and/or intervention targets and times, use data to track recidivism so that individual and system level interventions can be evaluated, and improve data access and sharing across systems, which will increase the ability to identify needs and linkages to services.Specific duties to be performed by this Program Research Specialist 1 (Criminal Justice)/Program Research Specialist Trainee (Criminal Justice) may include, but are not limited to, the following:Synthesize empirical research related to diversion programs, interventions for individuals with mental health needs who are involved in the criminal justice system, and related topics.Perform data matches between large interagency and intra-agency data systems (e.g., criminal history data, Medicaid data). Perform statistical analyses and data cleaning tasks related to the Forensic Evaluation Research Unit’s mission. Identify trends and relationships in the available data to support the Unit’s goals and objectives.Prepare comprehensive written reports containing analysis, graphs, charts and interpretation of mental health and criminal justice data for internal and external use. Assist in the planning and development of evaluation studies. Create survey and questionnaire instruments to be used in evaluation studies. Participate in interagency and interagency meetings to ensure data needs are met and data sharing across systems is seamless. Support grant writing and funding proposals by providing data-driven evidence of program impact and effectiveness.Standardize data measures and definitions across jurisdictions to allow data from multiple jurisdictions to be combined and collectively analyzed.Develop and maintain databases and data systems to store and organize information securely while ensuring compliance with privacy regulations and standards. Create data visualization tools, dashboards, and reports to communicate key findings and insights to stakeholders. Collaborate with the ABLE team to identify gaps in services and opportunities for improvement based on data analysis.
