Responsibilities You will provide legal advice on difficult and extremely complex problems; advise clients on matters, and cases brought by or against the DON. You will represent and advocate for the DON and provide legal advice and counsel, in the form of oral advice and written opinions, in one or more of the subject areas of law. You will prepare legal briefs and opinions for matters and cases or negotiate settlements in the appropriate forum. You will responsible for coordinating legal advice across the program organization and within the relevant OGC communities of practice. Requirements Conditions of Employment Qualifications To be eligible for selection at the GS-11 (or equivalent level), recent law school graduates and applicants with less than one year of legal experience must have graduated in the top third of their law school class or must present other evidence of clearly superior accomplishment or achievement such as work or achievement of significance on an official law school law review or journal, winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif. To be eligible for selection at the GS-12 (or equivalent level), the applicant must have at least two years of professional legal experience. To be eligible for selection at the GS-13 (or equivalent level), the applicant must have in excess of two years of professional legal experience in the practice area(s) applicable to the position being filled. To be eligible for selection at the GS-14 (or equivalent level), the applicant must have at least three-and-one-half years of relevant professional legal experience in the practice area(s) applicable to the position being filled. To be eligible to be selected at the GS-15 (or equivalent level), the applicant must have at least five-and-a-half years of relevant professional legal experience in the practice area(s) applicable to the position being filled. The grade level offered will be based upon the successful applicant's qualifications, the needs of the office, and funding availability. Applicants may be considered for placement at HQ or NAWCAD. Applicants will be evaluated on: (1) the depth, breadth, quality of their relevant experience to the position being filled as stated above, and academic credentials; 2) their ability to work both independently and as part of a team; 3) their ability to work well with clients and colleagues and develop strong attorney-client relations; and 4) their research, analytical, writing skills, and oral communication skills. Experience in handling issues related to major weapons systems acquisition will be considered a plus for the NAVAIR HQ acquisition practice area positions. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. To be eligible for selection, an applicant must: (1) Be a U.S. citizen; (2) Have graduated from a law school accredited by the American Bar Association; (3) Be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia; be admitted to practice before a state or federal court and (4) Be eligible to obtain and maintain a Secret security clearance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. Additional Information Program attorneys practice law predominantly in the area of federal procurement and manage extensive and challenging acquisition portfolios, including major weapons systems that are critical to the future of the Department of the Navy. These are often the subject of intense interest in the Department of the Navy Secretariat, the Department of Defense, and the Congress. The successful applicant will counsel clients on the full range of government acquisition-related issues, including the preparation and review of acquisition strategies and other elements of acquisition planning; solicitations, contracts, modifications and other contractual documents; competitive source selections; life-cycle logistics support; contract disputes, claims and terminations; and responses to Government Accountability Office protests and other litigation related to assigned programs. Further, the incumbent must provide legal advice on questions of fiscal law, and interpret applicable statutes, regulations, and policy guidance. The incumbent may also address other practice areas within the NAVAIR Office of Counsel: e.g., environmental law, Freedom of Information Act law, ethics, and civilian personnel law. The ability to forge strong working relationships with attorneys and clients alike is essential for program attorneys. The positions advertised are all telework eligible. NAVAIR, and NAWCAD are located on the Patuxent River Naval Air Station, on the shores of the Chesapeake Bay and within 60 miles of Washington, Baltimore, and Annapolis.
