Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with technical support centers in South East Asia and East Africa, that provide program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

As a Technical Recruiter, you will be in charge of managing the entire recruitment lifecycle for technical positions within Planate Management Group, LLC. This position will focus on roles related to Divisions' job requirements for federal government contracted or subcontracted projects and other projects as needed by the organization. This position will work directly with the hiring managers and stakeholders to assess talent requirements, develop sourcing strategies, and attract qualified candidates to support all projects in and outside of US territory.

Our salary range, based on the market data, is $70k to $110k per annum (range varies depending on experience and qualifications).

Duties and Responsibilities:

  • Develop execute recruitment strategies aligned with the organizational goals and objectives. This includes workforce planning, talent pipeline management, and proactive sourcing strategies to meet current and future hiring needs.

  • Manage the complete recruitment process, from job analysis and requirements collection to candidate sourcing, screening and assessment, interview scheduling and coordination, selection, job offer and negotiation, and endorsement to onboarding.

  • Maintain accurate and up-to-date records of candidate interactions, interview feedback, and recruitment activities within the applicant tracking system (ATS).

  • Ensure compliance with federal contracting regulations, including Equal Employment Opportunity (EEO), affirmative action, and OFCCP requirements. This involves staying informed about legal and regulatory changes and implementing policies and procedures to mitigate compliance risks.

  • Build and maintain relationships with hiring managers, stakeholders, and external partners (e.g., staffing agencies, vendors). This includes collaborating effectively with internal teams, providing guidance on recruitment best practices, and fostering a positive candidate experience.

  • Create and sustain ties with candidates after hiring. Conduct periodic checks to promote staff engagement and retention.

  • Promote the organization's employer brand and value proposition to attract top talent. This involves creating compelling job descriptions, utilizing social media and networking platforms, and participating in industry events and recruitment initiatives.

  • Analyze recruitment metrics and data to track key performance indicators (KPIs) and evaluate the effectiveness of recruitment strategies. This involves generating reports, identifying trends and patterns, and making data-driven recommendations for continuous improvement.

  • Make use of the salary assessment tools used by the company to determine the pay range per position. Likewise, collaborate with the hiring manager to ensure alignment in their budget based on the awarded contract.

  • Stay informed in any Federal/State mandated regulations that has an impact with the job offer and negotiation.

  • Stay abreast with the company-initiated-benefits and support provided to employees to ensure alignment/consistency in job offer letters.

  • Stay informed about industry trends, market conditions, and competitive landscape in the technical recruitment space. Conduct salary surveys, benchmarking studies, and competitor analysis to inform recruitment strategies and decision-making.

  • Monitor and evaluate recruitment metrics, performance indicators, and key performance indicators (KPIs) to assess the effectiveness of recruitment efforts. Identify areas for improvement, implement process enhancements, and adopt best practices to optimize recruitment outcomes.

  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:

  • Bachelor’s degree in Resources, Business Administration, Psychology or any related field.

  • 5-7 years of experience in full cycle recruiting with focus on technical recruiting for AEC Firm, essential

  • Certified Human Resources Professional and/or Certified Professional Recruiter

  • Proven track record of sourcing and hiring top talent in a fast-paced, high-volume environment, preferably for federal government contracts.

  • In-depth knowledge of recruitment best practices, sourcing techniques, and applicant tracking systems (ATS).

  • Experience with diverse recruiting initiatives, including outreach to underrepresented groups, veterans, and individuals with disabilities.

  • Familiarity with federal contracting requirements, security clearances, and compliance regulations related to hiring for government contracts

  • Has attended training/seminars about Federal contracting regulations, Security clearances, Diversity, Equality and Inclusion, and compliance and ethics

  • Strong communication and interpersonal skills

  • Excellent organizational skills and attention to details

  • Ability to manage multiple priorities and meet deadlines in a dynamic environment

  • Ability to keep confidential information (PIIA)

  • Basic knowledge of compensation and benefits

  • Basic onboarding knowledge

  • Basic knowledge in global mobility program

  • Technical knowledge on the use of Microsoft office and communication tools

  • Must lawfully reside in the United States and eligible for employment (Planate does not sponsor visas or work permits)
