Position Information
This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
This position participates in a Career Progression Group (CPG)and may be filled as a Workforce Development Specialist at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position opportunity to advance within this job series.
The actual starting salary depends on the education and experience of the selected applicant.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE:
Any college hours or degree must be from an accredited college or university.

Performs entry-level professional duties for workforce development programs such as membership, skills development, recruitment/job placement, and business services.
Provides entry-level professional support for Workforce Development programs such as examining, inspecting, investigating, tracking of trends, and/or researching program activity for a Workforce Development statewide program. Advise supervisor of matters which might indicate program abuse.
Answers general questions regarding assigned programs to assist local offices, employers, and applicants. Assists with general technical problems and advises on program policies and procedures.
May begin conducting interviews to assess a client’s interests, aptitudes, abilities and personality to develop educational, vocational planning or employment plans. Assist clients in developing realistic career paths.
Participates in providing skills development services to employers, applicants, and claimants such as job readiness skills, personal appearance, educational and/or vocational counseling, interviewing skills, career path selections, reemployment, training, Unemployment Insurance Claims procedures, and/or Unemployment Insurance Appeals.
Communicates with area employers to promote agency services.
