SUMMARY OF THE ORGANIZATION

LA Family Housing is a leading homeless service provider and affordable housing developer in Los Angeles. In March 2024, LA Family Housing created LAFHBUILDS, a separate 501 (c)3 organization, to lead its real estate development efforts and manage the operations of its entire real estate portfolio. SUMMARY OF RESPONSIBILITIES

Under the direction of the Director of Business Development, the Project Manager IIs primary responsibility is to lead acquisitions efforts of permanent affordable housing and interim housing sites and conduct due diligence work related to each of these sites. Additionally, the Project Manager IIs work responsibilities will include predevelopment work associated with each new project which will include selecting a design team, developing an entitlement strategy, determining a financing plan, and applying to various financing programs on both the local and state levels. The Project Manager IIs additional scope of work will also include leading the effort to refinance, re-syndicate, or rehabilitate existing portfolio projects on behalf of LAFHBUILDS.

SPECIFIC DUTIES

  • Lead in the acquisitions of new permanent supportive housing and affordable housing:
  • Identify and secure new land or project sites that are consistent with the organizations mission, strategic plan, and production goals.
  • Conduct preliminary site due diligence; work with architect and design team to define building program and design; including identifying the community needs and, population to be served.
  • Develop and implement project entitlement plan.
  • Complete financial feasibility analysis.
  • Manages all aspects of predevelopment financing for developments; identify funding sources and complete loan/funding applications (i.e. TCAC, CDLAC, HCIDLA, LACDC, AHP); secure predevelopment loans.
  • Implement necessary formation documents and financing structure.
  • Work to complete land acquisition loan closing.
  • Support preparing development proposals and statements of qualification in response to Request for Proposals (RFPs) and Request for Qualifications (RFQs) that meets the permanent supportive housing pipeline goals.
  • Additional tasks, projects, and responsibilities as assigned by supervisor.
  • Lead development of IInterim/bridge housing opportunities:
  • Support Director of Business Development, Real Estate in all phases of development of bridge/Interim/bridge housing, including feasibility analysis, community engagement, design development, securing of financing, construction, and lease up.
  • Coordinate and complete loan and funding applications to various private and public funding agencies for its real estate projects.
  • Ad inistering loan closings, including working with attorneys, lenders, investors, and escrow/title companies in the coordination and delivery of due diligence, and legal and financial documents.
  • Lead in conducting due diligence on properties during the acquisition and predevelopment phases.
  • Manage obtaining clearances during the plan check process in order to obtain building permits.
  • Prepare, maintain, and submit funding draws to numerous financial institutions for acquisition, predevelopment, and construction phases of affordable housing projects.
  • Maintain accurate and up-to-date files for all projects.
  • Support re-syndication, refinancing, rehabilitation of existing LAFHBUILDS portfolio :
  • Support Director of Business Development, Real Estate in all phases of re-syndication of existing portfolio projects, including feasibility analysis, design development, securing of financing, construction, relocation, and all other duties related to the work.
  • Support Director of Business Development, Real Estate in sale of underperforming projects within the portfolio and any work as assigned related to the sale of assets.
  • Oversee rehabilitation work in conjunction with Asset Management team of any projects within the portfolio that have received financing as a result of re-syndication or refinancing.

MINIMUM QUALIFICATIONS

KNOWLEDGE AND SKILLS

  • General knowledge and understanding of real estate development concepts and affordable housing finance including low incomelow-income housing tax credits.
  • Proficiency with Microsoft Excel and Microsoft Word.
  • Ability to read, analyze, and interpret financial reports and legal real estate documents.
  • Capacity to handle multiple tasks simultaneously in an organized, efficient, and timely manner and successfully meet project deadlines.
  • Excellent organizational, time management, and problem-solving skills.
  • Strong verbal communication skills and clear writing ability.
  • Self-starter, able to take initiative, and work independently with little or no supervision.
  • Need to workWorks well in a high-pressuredpressure environment.
  • Ability to exercise discretion and use independent judgement during the course of performing the duties of the position.
  • Maintain and execute confidential information according to HIPAA standards.
  • Travel is a regular duty for this position and is required 10% of the time.
  • Use of a personal vehicle to travel between worksites and other locations is required.
  • Must have and maintain a valid California Drivers License and insurance in good standing.
  • Ability to work a 9/80 work schedule.

EDUCATION AND EXPERIENCE

  • A bachelors degree from an accredited University with:
  • Four (4) years of relevant experience in real estate, urban planning/housing development, finance, public policy, or a related field.
  • Firsthand knowledge of affordable housing project management procedures, terminology, and concepts.

AND/OR

  • A graduate degree from an accredited University in real estate, urban planning/housing development, finance, public policy, or a related field.
