JOB TITLE : Senior Manager – General & Technical Accounting SIRTOA
SALARY RANGE : $115,107.37 - $124,724.19
HAY POINTS : 7 02
DEPT/DIV : Controller
SUPERVISOR : Deputy Controller – NYCT/SIRTOA/MTA Bus
LOCATION : 2 Broadway
HOURS OF WORK : 8:30 am - 5:00 pm (7 1/2 hours/day)
DEADLINE : Open until filled
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY :
This position is responsible for performing monthly, quarterly and annual general ledger closing, financial analysis, and preparation of financial statements and annual Federal Transit Administration financial reporting for Staten Island Rapid Transit Operating Authority (SIRTOA). In addition, this position will be ensuring that the financial reports are prepared in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
RESPONSIBILITIES :
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Manage the preparation, review and submission of SIRTOA financial package for quarterly and annual MTAHQ financial statement consolidation. Prepare annual financial statements including balance sheet, income statement and cash flow statement, financial account analysis and intercompany reconciliation.
Responsible for the monthly, quarterly, and annual general ledger close for SIRTOA. Review and monitor the month-end close process and ensure timely reporting according to deadlines. Review and approve monthly SIRTOA financial transactions.
Responsible for the submission of SIRTOA’s Federal Transportation Annual (FTA) Transit Database financial data. Coordinate with the FTA reporting team, Operations Planning and field operations to ensure proper reporting, explanation and supporting documentation for NTD and other audit requests.
Support NYCTA on selected quarterly/yearly financial transactions and related journal entries such as NYPA loans, sick and vacation reserve analysis, etc.
Handle internal and external auditor requests, review and provide proper supporting documentation and analysis to satisfy annual audits, meeting with auditors to discuss and resolve any questions and provide clarification as needed.
Work with various departments like Office of Management and Budget (OMB), Treasury, Capital Accounting, Timekeeping and SIRTOA field office for financial analysis, accruals, and other accounting related transactions.
Review and analysis of new GASB implementations to ensure that transactions are properly recorded and reflected in the financial statements.

KNOWLEDGE, SKILLS, AND ABILITIES
Must have knowledge of PeopleSoft or similar ERP system.
Must have knowledge of Microsoft Application/Excel.

Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short and long-term goals and direction for the area of responsibility.

Demonstrated analytical capabilities and quantitative skills.
Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
EDUCATION AND EXPERIENCE :
Required:
Bachelor’s degree in Business , Accounting or a related field.
Minimum 7 years related experience.
Demonstrated supervisory and/or leadership abilities.
Preferred:
Certified Public Accountant
Master’s degree in a related field.
At least 3 years in a managerial and/or leadership role.
Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
Familiarity with the MTA’s policies and procedures.
Familiarity with the MTA’s collective bargaining procedures.
