The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

Under the direction of the Agency Chief Contracting Officer, Central Office of Procurement (COP) with wide latitude for the exercise of judgement, the candidate recruited will serve as Deputy Agency Chief Contracting Officer, Small Purchasing Unit, COP and will evaluate and coordinate the agency’s contract and purchasing procurement portfolios and develop strategies for obtaining goods, standard services, construction and construction-related services in compliance with the New York City Procurement Policy Board Rules, Chapter 13 of the New York City Charter, NYC Local Laws, Mayor’s directives, State and Federal Laws. The duties include:

-Under direction of Agency Chief Contracting Officer and Senior Deputy Agency Chief Contracting Officer, supervises and oversees daily operations of the Small Purchasing Unit.

-Develops implements and maintains procedures, processes and data management systems for contract and procurement activities.

-Reviews and approves specifications before initiating requisitions to meet the agency’s requirements.

-Review and approve all activities associated with small purchase and other procurement methods to procure goods and services for DOC utilizing the City’s Procurement Systems including Financial Management System (FMS); Procurement and Sourcing Solution Portal (PASSPort); Office of Citywide Procurement (OCP), the Payee Information Portal (PIP); and internal agency purchasing systems.

-Prepares and updates reports for upper management and provide recommendations for corrective

actions.

-Assists to initiate new procurement improvements.

-Demonstrates knowledge of and support for. Minority/Women Business Enterprise (MWBE) program

-Ensure compliance with SBS’ Minority/Women Business Enterprise (MWBE) participation goals

established by Local Law 1.

-Assist with the agency's Minority and Women Owned Entity (MWBE) program by educating vendors

on our internal procurement process and providing technical assistance when necessary to enhance

their ability to submit bids.

-Identify and engage in outreach and educate/inform entities on how to do business with DOC.

-Participate in networking activities to expand, strengthen, and diversify the firms with which the Agency

does business.

-Prepare MWBE reports for management's review and approval. Identify, analyze, and prepare reports

on purchase activities.

-In the absence of the Senior Deputy Agency Chief Contracting Officer represent Central Office of

Procurement unit in meetings.

Note: Hands on experience in procurement processes, entering, retrieving, and analyzing data from

automated information systems, specifically PASSPort, , FMS, United States General Services

Administration (GSA), the New York State Office of General Services (OGS), and Department of

Citywide Administrative Services Direct Order and Storehouse requisitions is highly desirable.

ADMINISTRATIVE STAFF ANALYST ( - 1002E

Qualifications

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
