Who We Are
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.
The Opportunity
We are pursuing qualified candidates to fill a Project Delivery Manager (Section Manager, Facilities Operations, ISD) position in the Program and Project Management Division. The Position will manage a section by planning and directing the work activities of staff (i.e., supervisors, managers, and Clerical); coordinating activities of the section with other Internal Services Department divisions and sections, County departments, and public and private agencies, implementing policies and procedures as required by federal and state regulations, codes, standards (such as Public Contract Code of California, California Building Code, Title 24, etc.); and assessing the overall effectiveness of the section operations in order to provide for the efficient, lawful, and timely accomplishment of the section mandates, strategic goals, and objectives.

ESSENTIAL JOB FUNCTIONS:
Position Responsibilities
Manages a section within the Program and Project Management Division by planning and directing the work activities of staff (i.e., supervisors, managers, and Clerical); coordinating activities of the section with other Internal Services Department divisions and sections, County departments, and public and private agencies, implementing policies and procedures as required by federal and state regulations, codes, standards (such as Public Contract Code of California, California Building Code, Title 24, etc.); and assessing the overall effectiveness of the section operations in order to provide for the efficient, lawful, and timely accomplishment of the section mandates, strategic goals, and objectives.
Manages supervisors and project managers by performing a full range of supervisory tasks, which include reviewing and evaluating work of subordinate staff; promoting individual growth and development; and by following the department's disciplinary policies, guidelines, and procedures; etc. in order to ensure staff receive the support and direction needed to effectively perform their duties.
Develops procedures and processes by reviewing and analyzing federal and state regulations, codes, standards; benchmarks internal operations against the best practices of other agencies and organizations, gathers and analyzes department data, preparing and presents recommended changes in operations and policies, orally or in written format using construction management software (e.g., eGordian, MS Project, PMWeb, etc.) and computer software (e.g., Microsoft Word, Excel, PowerPoint, Adobe Suite, etc.) to ensure the section performs effectively and is in compliance with laws and regulations.
Directs the implementation of the County's and department's Facilities Operations strategic goals by benchmarking internal operations against the best practices of other agencies and organizations, gathering and analyzing department data, reviewing and recommending alternatives, ensuring strategies are aligned with department management and the Board of Supervisors, and assisting with the implementation of policies in order to ensure that strategic goals are being met in an organized, efficient and cost effective way.
Assists in the preparation of the section's budget by participating in the budgeting process, reviewing past section expenditures, anticipating section's budget needs, gathering, compiling, and analyzing information about current budget, and recommending changes in order to ensure sufficient resources are requested to perform the mission of the division.
Prepares reports, special correspondence, and studies by gathering and analyzing data, documenting findings and recommendations, and presenting them in writing or orally, for either technical or non-technical audiences in order to provide division management with updates regarding the performance and operations of the section.
Conducts performance audits of section operations by reviewing program requirements and procedures, gathering and analyzing performance measurement data, identifying potential issues, and recommending remedial measures, where appropriate, in order to ensure the section is effectively performing their functions.
Acts on the behalf of a Division Manager as directed.
Oversees the implementation of the division's annual and multi-year projects by managing project timelines, budget and cost; by ensuring the payment invoicing is aligned with project delivery milestones; by conducting quality assurance on delivery expectations, including collaboration with the Design Review function, and perform commissioning, punch-list and other quality assurance functions, and by coordinating with the Department of Public Works on project permitting, inspections and close-out of projects in order to ensure verification of project completion and compliance with the law.
Establishes project schedules to manage the project lifecycle from beginning to end. Engages the Section Manager Assessment and Section Manager Planning as needed to establish project timelines for project scope development, architect/engineering work, JOC (or other) contract scope development, project delivery, and through project close.
Coordinates with Customer Departments to communicate project scope and timelines, and work with customer departments on specific project implementation plans to mitigate operational impacts from maintenance improvement projects. As necessary, assists customer departments with on-site relocation, temporary swing space, traffic impact mitigation and other operational considerations. Provides customer update reporting on project and operational impact issue resolution on a regular basis from planning through project close.
Ensures project controls are managed effectively to keep projects on track by making project adjustments as necessary, tracking progress and performance data for cost, quality and timelines. Validates project deliverables to progress payment schedules, and manages payment and contract close during project close-out. Works with Program Controls Section for end-of-project budget reporting.
Monitors workplace safety for contractors, building occupants, and visitors during project implementation by monitoring safety requirements for the working space, job tasks, environmental testing and reporting, to ensure the workspace and workplace is free from safety risks.
Leads project close-out, punch-list and commissioning processes to ensure project delivery is delivered as intended and designed, resolve outstanding delivery issues relative to the technical delivery of the project, and address any customer issues to the point of gaining customer acceptance of work completion.
Assists in the management of contracts by working with contractor to provide design and engineering in the development of project scopes of work, collaborating with the Facility Assessment section to ensure the design and engineering meets the replacement and/or repair needs of the project, reviewing Job Order Contractor bids to ensure alignment with project plans and cost estimates to ensure product deliverables is in accordance with approved requirements.

Requirements to Qualify
Two years' experience providing construction, renovation or deferred maintenance project management servicesat the level of a Principal Facilities Project Managerspecifically in the area of Project Delivery.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative means of transportation in the performance of essential duties.
PHYSICAL CLASS:
2 - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION:
*Construction, renovation or deferred maintenance project management services is defined as encompassing at least $5 million dollars in expenditures, simultaneously managing multiple teams of ten or more projects and at least twelve supervisors/managers.
**Experience at the level of Principal Facilities Project Manager is defined as managing highly complex projects and associated processes, and typically supervises a team of Facilities/Senior Facilities Project Managers. Typically a direct report to a Division Manager level (or equivalent) position.
- A highly complex project is defined as a major energy or construction project encompassing over $5 million dollars in expenditures, or multi-discipline construction involving at least four separate crafts, or simultaneously managing ten or more small construction projects involving four or more separate crafts.*Project Delivery consists of managing projects utilizing the following primary delivery methods: Job Order Contracting, Design Bid Build, Master Service Agreements, etc.
Desirable Qualifications:
Additional credit will be given to applicants who possess the desirable qualifications in excess of the Selection Requirements.
Bachelor's degree or higher from an accredited** college or university in Engineering, Architecture, Contruction Management, or other closely related field.
Demonstrated experience working on multiple facility renovation or deferred maintenance projects at a given time.
Demonstrated experience managing multiple teams working on facility renovation or deferred maintenance.
Demonstrated experience working with a large project budget for facility renovation or deferred maintenance projects of at least $5 million dollars in expenditures.
Demonstrated experience working for a public agency.
Demonstrated experience using construction management software such as eBuilder, Procore, Job Order Contracting software, etc.

Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc (AICE).

Our Assessment Process:
First meet our requirements above. After that, our process includes a two-part assessment.
Part I- An evaluation of Training & Experience based on application information and desirable qualifications weighted at 35%.
Part II- A Structured Interview weighted at 65% covering Professional/Technical Expertise and Knowledge of Facility Construction Management Software, Building Planning, Facility Construction Project Management, Building Codes & Inspections, Commissioning, Contract Management, Administration and Management, Financial Management, Oral Communication Skill, Quality Assurance, and Auditing.
Applicants must meet the Requirements and achieve a passing score of 70% or higher on each weighted part of the examination in order to be added onto the register of eligible candidates.
