Los Alamos National Laboratory Science Engineer Program Manager 4/ Technology Maturation and Transformation Program Manager in Los Alamos, New Mexico

As a Science Engineer Program Manager 4 (SCPM 4) within the Associate Laboratory Directorate for Weapons Production (ALDWP) Organization you will manage the technology maturation and transformation portfolio for the Plutonium Operations (PuOps) Program, with a specific focus on developing and bringing to bear new technologies that support the efficient production of plutonium pits at Los Alamos National Laboratory (LANL) and across the broader Nuclear Security Enterprise to ensure an enduring US nuclear deterrent. Housed within the LANL-Production Agency (PA), you will serve as a principal or lead program manager within the broader PuOps program, which manages approximately $1B per year in scope supporting the pit production mission.

As the PuOps technology maturation and transformation portfolio lead, you will work with internal and external stakeholders to help define and lead the change required to achieve reliable and efficient pit production at LANL. In this role, the candidate will take direction from the Program Director while also overseeing designated project personnel as assigned. Duties may include coordinating the efforts of other project leaders and supervising office staff in the Program Director's absence. With the first production unit for the W87-1 recently achieving war reserve (WR) status and reliable rate production only a handful of years away, it's an exciting and important time to manage this growing portfolio. As the SCPM 4 over the technology maturation and transformation portfolio, you will serve as the LANL-PA primary interface with high-level internal and external stakeholders to develop, negotiate, define, and manage your portfolio to evolve the LANL-PA capabilities, capacities, and priorities required to achieve reliable rate production. Specifically, you will be responsible for:

  • Providing overall direction and management of scope, schedule, and budget for the technology maturation and transformation portfolio responsible for developing and maturing processes and programs that support a modern pit production facility at LANL.

  • Negotiating, managing, and reporting on milestones related to the assigned scope.

  • Understanding and developing risks, issues, and opportunities within your portfolio as well as those outside of your portfolio that may impact LANL's trajectory toward becoming a modern pit production agency.

  • Interfacing with and overseeing university and other external partnerships that advance capabilities for the LANL-PA.

The selected individual will provide leadership, vision, strategic and tactical planning, and overall direction for execution of a portfolio which consists of multiple, highly complex, technically driven activities requiring integration across multiple organizations and disciplines. The SCPM 4 will apply their broad technical knowledge base and expertise to assist in developing execution/implementation plans that cover the programmatic work from conception to completion; directly manage the interface with program, project, and line organizations to ensure performance, monitor and track cost, schedule, and progress against milestones; maintain expert-level knowledge of the relevant technical disciplines and understand and adhere to all Laboratory and regulatory guidance and governance. The selected SCPM 4 candidate will also effectively manage portfolio risks: identify potential portfolio risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the various scopes.

Additional responsibilities will be assigned to support the overall $1B Pu Operations portfolio.

What You Need

Minimum Job Requirements:

Program Management : Expert-level knowledge of and consultative experience in all aspects of project management work, including developing project plans, work breakdown structures, and work packages; managing scope, schedule, budget, and baselines; and documenting baseline reports and change control actions.

Portfolio Management: Expert-level knowledge in one or more of the technical or operational disciplines supported by the Pu Operations portfolio which includes pit manufacturing, plutonium processing, nuclear operations in PF-4, and production support / development efforts for modernization of the capability.

Laboratory Knowledge : Expert-level knowledge of regulatory and Laboratory requirements related to technology maturation and transformation.

Communication : Consultative/Strategic Experience serving as the primary spokesperson to report project status and issues to Laboratory senior managers and external stakeholders.

Leadership : Proven ability to successfully plan, organize, lead, and monitor a wide variety of team efforts to completion.

Team Building : Proven ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Desired Qualifications:

Stockpile Management : Knowledge and experience with the overall mission for NA-19 (Office of Production Modernization) based programs, and more specifically within NA-191 (Plutonium Programs) in relation to the production mission within ALDWP.

Technical Experience : Experience in modern manufacturing operations including digital engineering, standardization/optimization, control systems, data management, engineering, & materials engineering.

Earned Value Management System (EVMS) : Experience utilizing EVMS principles to help manage a project/program. Experience with NNSA Enhanced Management Level A or B reporting is a plus.

Education/Experience : Position requires a bachelor's degree in a science or engineering related field, from an accredited institution and 12 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation.

An advanced engineering or science degree with experience related to nuclear materials production and process development is highly desired.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

HRP : This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, 712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program.
