DESCRIPTION

The Economic Development Department is recruiting for one at-will, unclassified, full-time Community Program Specialist V. This position is critical to the operations of the Cannabis Equity Program and will work in collaboration with the Office of Cannabis Oversight (OCO) . The Community Program Specialist V will provide increased department-level oversight and direct supervision of staff assigned to the Cannabis Equity Program and have the responsibility of final approval for social equity verification applications, direct grant applications, and business license application fee waivers. This position will also serve as the department's primary liaison with the Office of Cannabis Oversight (OCO) .

EXAMPLES OF DUTIES

  • Oversees day-to-day operations of the Cannabis Equity Program (CEP);

  • Supervises two full-time Community Program Specialists and other subordinate staff who provide direct services to entrepreneurs and business owners in the CEP;

  • Collaborates with the Office of Cannabis Oversight (OCO) to identify and implement new policies/special projects and provide regular progress reports;

  • Monitors grant budgets and compliance according to the allotted program budgets, as applicable;

  • Develops and maintains strategic partnerships with various agencies and grantors, such as the Governor’s Office of Business and Economic Development (GO-Biz);

  • Engages with community stakeholders and share best practices with other jurisdictions;

  • Oversees vendor selection process through management of the Request For Proposal (RFP) process, including establishment of timeline and providing meaningful and manageable expectations;

  • Administers contract process from contract development to conformed contract which includes ensuring submission into MUNIS system;

  • Prepares program specific updates/reports to management team including presentations and memorandums;

  • Tracks participant activities, progress, and results using client management and tracking systems and provides regular outcome and evaluation reports to management team;

  • Meets regularly with the various teams to discuss potential issues, concerns, and updates;

  • Identifies employee development opportunities, including coaching and training for assigned staff;

  • Researches industry trends and emerging practices to ensure that the CEP is implemented in an efficient and impactful manner;

  • Performs other related duties as assigned.

REQUIREMENTS TO FILE

MINIMUM REQUIREMENTS:

  • Graduation from an accredited college or university with a bachelor’s degree in Business Administration, Public Administration, or closely related field(Proof required at time of application*);

  • Four (4) year full-time professional experience providing supportive services in grant funded programs, projects, and services

  • A Master’s Degree in Business Administration, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience. (Proof of education required).

  • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis;

  • Possess a valid California Drivers License;

  • May be required to work extended hours including evenings and weekends to support community events.

    DESIREABLE QUALIFICATIONS:

  • A Master’s Degree in Business, Public Administration, Social Sciences, Social Work, or closely related field from an accredited college or university;

  • Experience in a Supervisory/management capacity in social service and job training and development programs;

  • Proficiency in the use of computers including email, internet, customer relationship management (CRM), and office productivity software;

  • Experience in the public sector (e.g., government agency);

  • An in-depth knowledge of equity programs and regulations and experience implementing and adhering to federal grant guidelines and special revenue resources, especially with regards to cannabis support.
