State of Michigan-DTMB ITS14 - Application Development Specialist in Lansing, Michigan

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with Agency Services area of DTMB.

This position functions as an Application Developer Specialist in the Bridges application specializing in web services development. It is an expert level ITS14 position and technical resource and will focus on development using (but not limited to) JAVA, JavaScript, SmartBear TestComplete, Selenium, Oracle technologies, SQL, PL/SQL, Atlassian tools, and others for the Bridges Application to upgrade technologies as needed.

This position will be focusing on web services development technologies using JAVA for the Bridges project. This position is also responsible for the development and maintenance of portions of other related web interfaces in the Agency Services area that support the Department of Human Services. This may include reports associated with those processes. This also includes development of documentation in all areas under their own responsibility, navigation, data storage, data retrieval, data validation, data manipulation, printing and other processes.

The position is responsible for setting the technology direction working with the architects on infrastructure, application, and interface designs for other projects, including evaluating technical solutions, developing alternative solutions, and recommending technical modifications to improve the overall functionality of the application. Provide recommendations and direction for production support, have the skills and responsibility to design, develop, integrate, and maintain application solutions across multiple platforms.

This position will provide SME support and direction to junior development team members, work with other specialists across functional areas, and have a close working relationship with business analysts and customers. The Specialist is responsible for the very complex and large integrated Bridges system design and implementation processes integrating multiple platform integrations, such as IBM WebSphere, OpenShift, Linux, Oracle, SQL Server, and Windows.

This Specialist is responsible for leading and implementing best practices for secure application lifecycle (SADLC) management build and release processes and testing to meet the goals and mission of the agency. This position has responsibilities during all phases of the software development lifecycle related to these systems. This position has responsibilities for directing and checking the work of team members, including state employees and contractors.

 SIGNING BONUS:

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
