U.S. Air Force - Agency Wide COMMUNITY RESILIENCE COORDINATOR in Kirtland AFB, New Mexico

The primary purpose of this position is to serve as the Director of Resilience Programs; advises leadership on program implementation, execution, and improvements and underscores the commander-driven efforts to 1) engage forces and families early; 2) normalize help-seeking behavior as a strength; and 3) decentralize - bring helping resources to our forces. Responsibilities Plans, organizes, manages, and oversees all activities of the resilience team in the execution of the Wing, AF, USSOCOM, and 19th Air Force resilience programs. Enhances Airmen/Family Resilience. Wing Strategic Advisor on advancing holistic and integrated resilience, human performance, and all five areas of wellness: physical, social, psychological, spiritual, and cognitive, to ensure highly effective Airmen and community ability to meet mission requirements most efficiently. Oversees the administration of Human Performance and Leadership Center (HPLC) operations. Serves as Assigned Resilience Programs Technical Representative (TR). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) formulating program goals and policies dealing with the development and operation of resilience functions and activities; (2) developing strategic plans for the integration of programs to support community physical, social, psychological, spiritual, and cognitive wellness; (3) applying analytical techniques to devise data driven solutions to improve productivity and/or effectiveness of community support programs. OR EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Special Operations culture, military family dynamics, related professional fields, and a thorough knowledge of the SOF community and the unique challenges that SOF families face; knowledge of behavioral, social, and economic factors affecting AF military/civilian workforce and their families; or equivalent knowledge. 2. Knowledge of Air Education and Training Command (AETC) culture, military family dynamics, related professional fields, and a thorough knowledge of the training community and the unique challenges that training command permanent party members, students, and their families face; knowledge of behavioral, social, and economic factors affecting AF military/civilian/contractor workforce and their families; or equivalent knowledge. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of programs and related support resources in the area of wing resiliency as well as the major issues, program goals and objectives, work processes and administrative operations of the wing resilience programs 3. Knowledge to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers, or reports suitable for top management use and decision making. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. 4. Ability to analyze, plan, organize, and direct the work of subordinates to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the subordinate program managers. Ability to effectively lead and chair committees, working groups, and teams. 5. Ability to serve as a consultant and expert to a multidisciplinary team in the areas of installation Resilience Programs, Family/Community Support, CAF/Resilience Training, POTFF, CRAFT, MFLC and other AF, USSOCOM, 19th AF program execution. Ability to understand social services delivery systems as well as concepts, principles, theories, and practices of social or behavioral science. 6. Knowledge of resource and financial management to plan, obtain, present, and defend AF, AETC, SOCOM, and 19th AF funding, respond to emergency needs and track obligations to ensure they are being properly managed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
