The Department of Education's TRIO Programs assist under-resourced and potential first-generation college students. Educational Opportunity Centers of PA proudly hosts two TRIO programs. The EOC Program provides programming in 9 counties: Columbia, Lackawanna, Lehigh, Luzerne, Monroe, Northampton, Schuylkill, Susquehanna, and Wayne.

Job Details: Specific responsibilities include the following:

  • Execute on the program's plan to identify, recruit and select a complete cohort of EOC Program Participants as part of the annual program goal of 2,233. This includes developing strong working relationships with Adult Education, other government services, incarceration programs, drug and alcohol facilities, high schools and non-profit programs.
  •  Plan and conduct workshops related to college and career planning, the college selection process, and financial aid at referral partners.
  •  Assess individual participant needs and monitor the academic progress of each cohort participant while they are in the EOC Program.
  •  Plan and organize programming with agency leadership that enhances participant experiences including but not limited to field trips, workshops, and events.
  •  Maintain complete and accurate participant and financial management records in accordance with DOE guidelines and agency policies.
  •  Serve as a liaison to other community programs, agencies and educational institutions, as assigned.
  •  Some evening and weekend hours required.
  •  Other duties as assigned.

Minimum Requirements:

  •  Bachelor's Degree in Education or related field required.
  •  Candidates must be able to speak in front of large groups.
  •  Excellent organizational, communication, writing and computer skills are required.
  •  Candidates must possess discretion, sound judgment, and solid decision-making skills.
  •  Candidates must also demonstrate an ability and sensitivity to working with adults from first generation, low-income, and other underrepresented populations.
  •  Candidate must have average to above average technology knowledge in MS Office products, Google Workspace, Presentation software, and the ability to learn new software programs.
  •  Must possess a valid driver's license.
  •  This position requires background check: FBI Fingerprint, Child Abuse and PA State Background Check

Preferred Qualifications:

  •  Experience working with students who are TRIO eligible, or from diverse ethnic backgrounds, or non-traditional aged students,
  •  Demonstrated understanding of adult student development needs
  •  Demonstrated understanding of the mission and philosophy of TRIO programs.
  •  Strong public relations, presentation and interpersonal communication and writing skills.
  •  Demonstrated self-starter with strong organizational and leadership skills.
  •  Demonstrates an ongoing understanding of cultural fluency, incorporates culturally responsive practices, and actively engages in antiracism professional development learning opportunities
  •  One to three years' experience working with high school students, adults and educational administrators is desired.
  •  Candidates must be informed about and able to integrate appropriate technologies into the program and services.
  •  Candidates should have knowledge of current academic and counseling strategies to facilitate successful achievement.
  •  Experience within a college preparatory TRIO program is highly preferred.
  •  Bilingual is a plus.

Expanded details of position: This position will provide educational advising, career guidance, admission assistance, and financial aid support services to up to 400 Educational Opportunity Center/TRIO program participants per year. Establish and develop professional relationships in the Program Target area. Identify and select eligible program participants. Conduct individualized participant needs assessments. Develop individualized educational success plans with participants. Provide guidance for students continuing postsecondary education, including transfer. Explain degree program requirements and articulation agreements to appropriate higher education partners.

Develop partnerships with Adult Education, other government services, and non-profit programs. Assess client needs and make appropriate client referrals to support offices, including but not limited to disability services, financial aid, counseling and advising, veteran services, diversity and equity, and business services. Establish professional relationships with and working knowledge of postsecondary programs in region---public and private. Possess ability to read and accurately interpret federal and state statutes, regulations, and rules related to postsecondary education. Research and disseminate current and accurate information regarding postsecondary admission and student financial aid to colleagues and program participants.

Assist participants with applying for financial aid and scholarships, and third party funding for postsecondary education. Assist program participants in resolving student aid issues and in resolving student loan default status. Assess program participants' needs and select appropriate career decision making tools and instruments to aid participants in making career decisions. Develop and conduct financial literacy, career, and scholarship and other related workshops. Work effectively with the EOC/TRIO team, with other TRIO programs, and with professionals from related programs and institutions to meet the goals and objectives as stated in the approved EOC/TRIO grant proposal. Communicate with Northeastern PA Community and Technical College faculty and staff, participating in program development, serving on college committees, organizing cultural events for program participants, assisting with program evaluation, and completing other assignments as directed.
