Navy Systems Management Activity SUPERVISORY OPERATIONS RESEARCH ANALYST in Joint Base Anacostia-Bolling, District Of Columbia

Summary You will serve as a SUPERVISORY OPERATIONS RESEARCH ANALYST within NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. Responsibilities You will design and maintain data collection process and databases of interoperable cost and acquisition data sets. You will conduct data collection, research and analysis of acquisition programs and emerging technologies. You will build quantitative tools, models and dashboards for the integration of data on acquisition programs. You will provide direction and guidance to the future of data analytics at the command level You will stay informed of DON and DoD Data analytical efforts and best practices You will perform analysis to help senior Navy leadership make informative decisions concerning cost, budget, schedule and acquisition approach over the life cycle of major acquisition programs. You will lead a team of data analysts. You will review, quality check, and provide guidance for senior data analysts You will train entry-level and senior level data analysts. You will communicate with acquisition program office staff, technical/engineering teams, defense contractors and external government customers. You will convert mathematical analytical findings into well-articulated, concise written products and complete detailed documentation of analytical data and methods. You will deliver oral and written presentations of findings, defending your analysis and the analytical results to senior leaders. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting cost analysis for major acquisition programs; 2) Analyzing program risks, costs, and schedule uncertainties; 3) Developing acquisition program life cycle cost estimates; and 4) Reviewing Cost and Software Data Reporting (CSDR) to provide contract cost evaluations to program managers or organizational leadership for complex defense weapon systems. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Additional Information This position is covered by the Department of Defense Priority Placement Program.
