Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Assists in the administration of personnel functions with lead CHD HR office in providing guidance and interpretation of DOH policies and procedures for supervisors and staff. Applies knowledge of business practices and procedures in a variety of complex areas of human resources. Analyzes current HR practices and makes recommendations to the Senior Leadership Team. Utilizes initiative and creative planning in devising new methods and approaches to current practices. Implements methods, develops tools, and oversees process improvements as necessary. Monitors and ensures all employees and supervisors are compliant in meeting deadlines relating to performance expectations, performance evaluations, mandatory training, and timesheet submission. Leads agency in achieving workforce development program goals.
Workforce Development:
Convenes, organizes and leads agency workforce development efforts. Serves as lead of workforce development team and is responsible for developing and implementing a workforce development plan that addresses core competencies, training and professional development needs, and succession planning. Monitors and reports on progress towards accomplishing workforce goals. Identifies and secures resources to meet staff training and continuing education requirements and other competency- based and discipline-specific requirements. Conducts periodic workforce assessments. Assures that cultural competence and health equity training goals are met.
Classification:
Assists supervisors providing guidance, referral and resources regarding classification actions. Reviews and/or prepares classification packages in accordance with DOH Classification Policy and Classification Package Checklist and sends to lead CHD HR office for approval and processing. Ensures FLHealth tickets and position descriptions including those affected are accurate and complete with appropriate signatures.
Labor Relations:
Assist in providing documentation and coordination of conferences regarding disciplinary actions or performance notifications to lead CHD HR office. Promptly forwards all unemployment notices to lead CHD. As necessary, assist with investigative interviews and predetermination conferences as requested by management or lead CHD HR office. Ensure all notices are sent timely to employees and signed by employee when necessary. Notify management and lead CHD HR office if an employee has an injunction or restraining order and notify facilities manager if security precautions are necessary; provide guidance to employee and supervisor in the steps to follow and options available to the employee.
Oversees areas of payroll, attendance and leave, FMLA, insurance and benefits, recruitment, and general HR duties. Provides guidance and interpretation of policies and procedures, rules and regulations to supervisors in all areas related to HR. Also acts as back up for local DOH LMS Administrator for TRAIN.
Conducts DOH New Hire Orientation and Customer Service Training for all new hires. Performs other duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of one or more personnel program functions, such as Workforce Development, Recruitment, Classification and Pay, Employee Benefits, Labor Relations, Employer/Employee Relations or Training.
Ability to understand and apply applicable rules, regulations, policies and procedures relating to personnel program functions. Ability to collect, evaluate and analyze data relating to personnel program functions.
Ability to communicate effectively.
