Air Education and Training Command ENVIRONMENTAL PROTECTION SPECIALIST in Goodfellow AFB, Texas

Primary purpose is: To oversee, manage, coordinate, and facilitate: one or more environmental programs for Goodfellow AFB; the activities of environmental service contractors, e.g. asbestos abatement contractors; the activities of base Unit Environmental Coordinators (UECs); and internal environmental inspections; to perform highly technical environmental field work Responsibilities Administers one or more environmental programs by planning, developing, organizing, evaluating and coordinating the program(s). Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or inhouse in support of environmental programs. Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organizations. Manages internal environmental inspections. Supports management in developing internal environmental inspection checklists and schedules. Assists installation environmental program managers in the performance of their duties. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Environmental Protection Specialist Series 0028 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of principles and procedures applicable to a wide range of duties in one or more program areas sufficient to solve complex problems involving diverse aspects of environmental protection; make significant modifications to established methods, procedures, and approaches to solve problems; and revise standard methods to improve or extend environmental administration or management systems; Knowledge of applicable Federal, State, and local environmental laws, regulations, integration principles and practices, licensing/permit requirements, and precedent decisions governing operations and construction projects on the installation, and other guidance to make decisions and recommendations concerning assigned compliance projects; Knowledge of Occupational Safety and Health Administration, Air Force Occupational Safety and Health, and Federal regulations; Knowledge is typically acquired by adhering to/enforcing safety practices in the work environment; Broad knowledge of the policies, organizations, operations, work practices, and environmental regulations of federal agencies, state agencies, or other local entities which provide information, evaluate compliance programs, and approve of mitigation plans or permits; Knowledge of general industrial and construction processes, methods, techniques, materials, and equipment to determine compliance with environmental regulations and standards or to determine the need for mitigation. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current legislative issues to effectively perform project development, execution, training, and advisory services on assigned projects. 2. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines. 3. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment. 4. Skill in conducting environmental compliance inspections. 5. Ability to establish effective working relationships with others, and work cooperatively as a member of a team. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
