The Army - Identity, Credential, and Access Management ( ICAM) Engineer, SME shall establish the tools and processes necessary for managing a complex portfolio of material solution services through the application of Strategic IT Planning, Enterprise Architecture, Business Process Architecture, Service Risk Management, and Engineering Analysis.

Responsibilities

  • Facilitate functional and technical requirements development and validation in coordination with internal and external stakeholders such as Army Futures Command (AFC), Cyber Center of Excellence (Cyber COE), ARCYBER, NETCOM, HQDA CIO, ASA (ALT), and various Program Executive Offices (PEOs).

  • Plan, organize, and manage critical aspects of the development, production, deployment, transition, and sustainment of capabilities; specifically manage the continued development and operational availability of the ICAM Network Services Application website/tool.

  • Evaluate emerging issues and provide mitigation recommendations related to the technical integration of enterprise services.

  • Present PL ICAM technical briefings and strategies at meetings, conferences, Integrated Product Teams, customer technical exchange meetings, working groups, and other forums on behalf of the client.

  • Identify and evaluate emerging technology risks and provide mitigation recommendations related to the technical integration of enterprise services.

  • Analyze dependencies and intersections with other related Army IT modernization efforts (e.g., system standardization EMS, data center, application, and operating environment consolidation).

  • Provide support for requirements generation, allocation, verification, and validation across the portfolio in areas relating to ICAM, Identity Governance and Administration (IGA) and Privileged Access Management (PAM)

  • Initiate and conduct market research and analysis related to ICAM material solution development projects.

  • Assure alignment to Army IT Capital Planning and Investment Processes.

  • Leverage the ISA tool to facilitate the onboarding of ICAM clients into the environment.

  • Develop white papers, studies, and analysis tools for internal and external use based on market research and emerging requirements.

  • Analyze and provide recommendations for rationalizing existing and Army stakeholder enterprise IT business processes and introducing new processes using business process architecture techniques.

  • Prepare “as-is” and “to-be” diagrams and visual representations suitable for publication and use in strategic communications.

  • Develop business intelligence tools and methodologies for data tracking, analysis, and process improvement.

  • Use analytics to discover opportunities for integrated services across mission areas.

  • Provide technical analysis for systems and services acquisition activities which may include source selection technical advisory support.

  • Other duties as assigned.

Qualifications

  • Bachelor’s degree or high school diploma or GED equivalent with an additional 4+ years of relevant experience in ICAM

  • 10-12+ years of relevant work experience

  • Active or Interim Secret clearance

Knowledge, Skills, and Abilities

  • Strong coordination, organization, teaming, and communication skills.

  • Must have excellent organizational, scheduling, and prioritization skills and maintain a high level of confidentiality, ethics, and integrity.

  • Works well individually or in a group setting.

  • Ability to interact with co-workers to develop a team environment.

  • Ability to work under pressure and time constraints.

  • Familiarity with IGA and PAM Solutions sets

  • Proficient with MS Word, Excel, Office, Outlook, Utilize AutoCAD, and Visio programs

  • Ability to work independently without direct supervision or guidance.
