Summary About the Position: Responsible for education/training development of individual instructional programs to include graduate level, functional, initial military training/leader development courses. Position is TERM NTE 13 months; may be extended beyond six (6) years, up to eight (8) years. With DoD approval, TERM appointments may be extended beyond eight (8) years. Position will not be made permanent. This is an obligated position to which an employee has statutory restoration rights. Responsibilities Responsible for developing and revising plans of instruction, training materials, correspondence courses, training aids, and projects. Determines appropriate principles, practices, and methods to apply in all phases of assignments to include degree of intensity, and depth of research in management advisories. Incorporates principles of the Analysis, Design, Development, Implementation, and Evaluation process, and assume responsibility or educational and training development projects from initial planning through completion. Analyzes existing lessons, target audience characteristics, media characteristics, and training level requirements, to recommend the appropriate instructional development strategy. Keeps abreast of new educational systems and use knowledge of principles of education and training theories, requirements and assessments. Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes conducting statistical analysis, designing and implementing phases of the Analysis, Design, Development, Implementation and Evaluation process to develop training and education programs; applying regulation policies to evaluate learning management practices; reviewing instructional materials and revising course content to improve training development; researching modernized integration and educational systems, evaluating and recommending ways to improve the effectiveness and efficiency of work operations; designing and developing instructional curriculum for military and/or civilians in the medical field and/or allied health occupational specialties; identifying and analyzing performance skills gaps, needs for training and education to develop complex instructional programs of study; observing classroom instruction and evaluating student teaching and lesson plan development to provide instructor feedback and meet education outcome. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Instructional Materials & Curriculum Development Instructional Program Evaluation Needs/Occupational Analysis Tests and Measurement Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
