Description of Work Unit

Founded in 1870, Colorado State University is among the nation’s leading research universities and enrolls approximately 32,000 undergraduate, graduate, and professional students. Located an hour north of the Denver metro area, Fort Collins is a vibrant community of approximately 157,000 residents that offers the convenience of a small town with all the amenities of a large city. Fort Collins is situated on the Front Range of the Rocky Mountains with views of 14,000 foot peaks, and offers access to numerous cultural, recreational, and outdoor opportunities.

The purpose of the work unit is to provide leadership and direction, and administration that directly contribute to achieving the agency’s mission of “the stewardship of Colorado’s diverse forest environments for the benefit of present and future generations”. The CSFS Administration Division coordinates the financial and budget, contracting, human resources and IT processes for the agency. The Administrative Division consists of the Associate Director of Administration, Finance Manager, Contracts and Agreements Manager, Human Resources Manager, IT Client Services Manager, and associated administrative and specialist support.

Position Summary

The Contracts and Agreements Manager is responsible for providing leadership, oversight, training, coordination and administration of the Colorado State Forest Service ( CSFS ) contracting and agreements processes and procedures. The Contracts and Agreements Manager is the main contact with Procurement Serives, Contracting Services, Risk Management, and Legal Services concerning contracts and agreements. The Contracts and Agreements Manager reports to the Associate Director of Administration for the CSFS .

The Manager is a member of the CSFS Management Team. The Management Team coordinates work effort across all program areas for efficiency, effectiveness and cohesiveness of program delivery and outcomes. The Management Team’s role is to allocate and manage resources to ensure agency goals and objectives are achieved on time and within budget, address operational and program issues, and ensure that policies and practices are implemented consistently. The Management Team carries out agency priorities established by the Leadership Team.

Required Job Qualifications

  • Bachelor’s Degree in Business Administration, Liberal Arts, Communications, Forestry/Natural Resources or other related degree.

  • Minimum of three years professional experience managing a contracts and agreements process

Preferred Job Qualifications

  • Demonstrated experience in contracts and agreement development and administration.

  • Established experience with training staff on contractual processes.

  • Exhibited experience in supervising and managing people including performance management and appraisal.

  • Demonstrated experience working with surety bonds associated with contracts.

  • Demonstrated experience writing training manuals and preparing training materials for contracting processes.

  • Proficient with the general Microsoft Suite of software products.

  • Demonstrated experience with participation on teams, committees and other special assignments.

  • Strong organizational, multitasking, planning, and prioritizing skills.

  • Experience with and demonstrated ability to work collaboratively and advance outcomes with internal staff and external partners, cooperators, and teams.

  • Demonstrated excellent customer service ethic and professionalism.

  • Excellent verbal and written communication and interpersonal skills.

Duty/Responsibility

  • Independently formulates, negotiates, and signs off on the final draft of CSFS contracts. Once this position gives the final stamp of approval, the Deputy Director approves, and the contract goes to CSU procurement and contracting. While the Deputy Director is an approval point, they completely rely on the expertise of this position when it comes to final product (contract). The decisions that go into the process from formulation to execution are left to the discretion of this position. These contracts bind the department significantly.

  • Develop and administer contract and agreement processes and protocols for the CSFS .

  • Develop and maintain CSFS contract and agreement policy manual.

  • Develop and maintain relationship with CSU Procurement, Contracts, Risk Management, and Legal Services to facilitate contract and agreement efficiencies.

  • Serve as the point of contact between CSU Procurement Services, Contracts, Legal, Risk Management and CSFS staff.

  • Provide guidance and advise CSFS staff in the preparation of insurance waiver requests, scopes of work, site visit documents, contracting documents, contract amendment and agreements.

  • Develop and provide contracts and agreements training to CSFS staff.

  • Ensure CSFS have ready access to the latest contract and agreement forms and templates.

  • Develop tracking process for contracts and agreements to ensure the review, submittal and approval processes are monitored.

  • Review CSFS contracts and agreements for accuracy.

  • Send solicitations to forestry vendors, collect bids from the vendors, create tab sheets and work with staff to select vendors from CSU / CSFS Qualified Vendor List and other contracting processes.

  • Provide guidance and oversee foresters’ preparation of documents for Rocky Mountain E-bid solicitations.

  • Ensure that CSFS receives any bonds and damage deposits associated with contracts. Assist staff with determining what types and amounts of bonds and damage deposits are required for various projects.
