Defense Contract Audit Agency Human Capital and Resource Management (HCRM) Special Assistant in Fort Belvoir, Virginia

Summary Reemployed annuitant: This vacancy does not meet the criteria for appointment of annuitants. Responsibilities This position serves as Special Assistant to the Assistant Director (AD) and Deputy Assistant Director, Human Capital and Resource Management (HCRM). Addresses and evaluates critical, complex, sensitive and long standing issues of great importance to HCRM and DCAA leadership. Recommends the development of new or improved methods and processes to improve HCRM operations. Provides input to and supports Executive Steering Committee (ESC) activities, goals, and objectives. Collaborates with HCRM management and Region/CAD Assistant Directors in developing appropriate actions and milestone plans to accomplish emerging and changing Agency goals and objectives. Performs a variety of special projects and assignments on behalf of the HCRM management team. Conducts comprehensive study and analysis of management and engagement tools such as the Federal Employee Viewpoint Survey (FEVS). Maintains liaison with Agency senior managers and professional representatives from other agencies and organizations external to DCAA. Requirements Conditions of Employment Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience. Specialized experience is defined as 1) Experience conducting in-depth studies on critical human resource issues including strategic staffing and organizational changes. 2) Experience advising senior leaders on management and administrative issues. 3) Experience communicating with all levels of management and employees, orally and in writing. 4) Experience with program analysis and techniques. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.
