The Office of Administrative Services for Independent Agencies (OASIA) was established under SB23-228 to bring essential, innovative administrative support to Colorado’s independent agencies. OASIA provides high-impact services in budgeting, accounting, payroll, procurement, and IT, empowering the agencies it serves to focus on their public service missions. Currently OASIA serves and supports the following agencies: Child Protection Ombudsman Office, Colorado Office of the Child’s Representative, Office of Respondent Parents’ Counsel, Colorado Commission on Judicial Discipline, Colorado Office of Public Guardianship, Bridges of Colorado, Office of the Alternate Defense Counsel, and the Independent Ethics Commission).

About the Role

As the Budget and Financial Strategies Manager, you will be a driving force behind OASIA’s financial operations, co-leading strategy, fiscal policy, and operational excellence. Reporting directly to the Executive Director, you will take ownership of budgeting, accounting, payroll, and procurement functions. You’ll develop best practices and implement processes that will elevate OASIA’s capabilities and directly support Colorado’s public sector agencies.

In this leadership position, you’ll act as both an expert and developer, setting standards and ensuring OASIA’s fiscal operations are effective, compliant, and aligned with the agency’s broader goals. You will also play a central role in building a collaborative, high-performance culture within a new team.

Key Responsibilities:

  • Strategic Budgeting and Performance: Lead the creation of OASIA’s annual budget and collaborate with independent agencies on their budgetary needs, providing insight into decision items, budget schedules, and performance measures.

  • Lead Financial Operations with Vision: Set the direction for OASIA’s budgeting, accounting, and payroll, building systems that ensure accuracy, transparency, and compliance.

  • Build and Implement Fiscal Policies: Partner with the Executive Director to develop financial policies that will guide OASIA’s operations and enable independent agencies to operate with financial agility and accountability.

  • Drive Procurement and Vendor Relations: Take charge of OASIA’s procurement processes, ensuring that every contract supports OASIA’s mission while meeting state audit standards. Oversee IT procurement, negotiate contract terms, and build positive vendor relationships.

  • Mentor and Help Develop High-Performing Teams: Actively support recruitment, onboarding, and cross-training, cultivating an inclusive, high-energy environment where staff thrive, innovate, and learn.

  • Operational Leadership: In addition to fiscal duties, provide strategic input on office contracts and agreements and operational practices, shaping policies that sustain OASIA’s growth and impact.

Ideal Candidate Profile:

You are a proactive financial strategist with a passion for public service. You are ready to roll up your sleeves and make a difference from day one. You’ll excel in this role if you are:

  • An Experienced Financial Leader: You have a Bachelor’s degree, CPA licensure, and substantial experience in budgeting and fiscal operations, ideally within a public sector or government setting. Relevant experience may substitute for educational requirements.

  • A Collaborative and Inspiring Mentor: You bring a record of effective leadership, managing complex budgets and inspiring teams to meet high standards.

  • Analytically Driven: Strong analytical skills, attention to detail, and problem-solving abilities are essential to manage OASIA’s finances and ensure best-in-class operations.

  • Familiar with State Financial Systems: Familiarity with Colorado’s state accounting systems (CORE) and budgetary processes strongly preferred.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Required Competencies: The successful candidate will have strong interpersonal skills, the ability to interact professionally with a wide variety of stakeholders, writing skills, oral communication skills, proven leadership abilities and experience in managing complex budgets and financial systems, strong analytical and problem-solving skills with the ability to handle multiple priorities, and the capacity to work both independently and in a team setting.

Preferred Qualifications:

  • Experience with Colorado Governmental budget formulation, execution, and/or analysis, accounting processes related to budget and the legislative process.

  • Experience in professional budgeting, finance or grant accounting in the state government.

  • Experience with the state of Colorado’s legislative budget process, including preparing budget requests and the Long Bill, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation through development of fiscal notes.

  • Experience with the Office of State Planning & Budget (OSPB), the Joint Budget Committee.

  • Experience working with federal grants and federal Uniform Guidance and related Office of Management and Budget (OMB) Circulars.

  • Experience preparing and communicating budget reports.

  • Experience with CORE.

  • Experience with Colorado Common Policy.

  • Experience with the Performance Budgeting System (PBS).

Minimum Qualifications:

  • Bachelor’s degree in finance, accounting, business, public administration, or a related field from an accredited institution.

  • At least 5 years of experience in budgeting, accounting, or financial analysis.

  • Strong working knowledge of GAAP best practices; CPA license or an advanced degree in business or finance is highly preferred, but may be substituted for an additional 3 years of directly relevant experience.

  • Experience in state or local government strongly preferred.
