This position is located within the Colorado Department of Human Services (CDHS) Behavioral Health Administration (BHA) which is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers and licenses substance use disorder service providers, Controlled Substance Licensing and Recovery Support Services Organizations. The BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
Additionally, the Behavioral Health Administration (BHA) leads and promotes the State’s behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden to providers so that they can focus on service delivery. The BHA is responsible for behavioral health policy development and effective collaboration with cross sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. The BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.
Description of Job
The Senior Data Engineer (DE) with expertise in R, Tableau, SQL, and Python to join our team. This position operates with a deep understanding of data engineering principles, database design, and data analysis workflows. DE is responsible for designing and implementing complex data solutions, integrating data from various sources, and ensuring data consistency, accuracy, and availability. The Senior Data Engineer collaborates with stakeholders to understand data requirements, identify data quality issues, and recommend solutions to meet business goals. The demonstrates strong communication skills and be able to work effectively with teams and individuals across the BHA.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Eight (8) years of relevant experience in an occupation related to the work assigned to this position

Bachelor's degree from an accredited institution in a relevant field of study
AND
Four (4) year of professional experience in an occupational field related to the work assigned to the position. Additional appropriate relevant education will substitute for the required experience on a year-for-year basis.
Education and Experience:
A combination of related education in and/or relevant experience in an occupation related to the work assigned equal to eight (8) years
Preferred Qualifications
Advanced Education: A master's or doctoral degree in a relevant field such as Computer Science, Data Science, Statistics, Machine Learning, or a related quantitative discipline. A strong educational foundation demonstrates a deep understanding of the principles and techniques underlying data science.
Leadership Experience: Proven track record of successfully leading and managing data science teams. Experience in setting strategic direction, managing team dynamics, and fostering a collaborative and innovative environment.
Technical Proficiency: Strong expertise in programming languages commonly used in data science, such as Python,SQL and R. Proficiency in working with data manipulation, analysis, and visualization tools, specifically Tableau and libraries, and familiarity with relevant databases and data warehousing concepts.
Machine Learning and Analytics: Experience in designing, developing, and deploying machine learning models and algorithms. A deep understanding of various statistical and analytical techniques to extract actionable insights from complex datasets.
Problem-Solving Skills: Demonstrated ability to identify critical business problems, frame them in terms of data science challenges, and develop innovative solutions. Strong analytical and critical thinking skills are crucial.
Communication Skills: Excellent verbal and written communication skills to effectively convey complex technical concepts and insights to both technical and non-technical stakeholders. This includes the ability to create compelling visualizations and presentations.
Team Development: A track record of building and developing high-performing data science teams. This includes recruiting top talent, fostering professional growth, and creating an inclusive and collaborative team culture.
Business Acumen: A strong understanding of the organization's business goals, objectives, and competitive landscape. The ability to align data science initiatives with broader business strategies is crucial for driving impact.
Innovation Mindset: Stay up-to-date with the latest advancements in data science, machine learning, and related technologies. The ability to apply emerging techniques to solve business challenges and gain a competitive edge.
Ethical Considerations: A commitment to ethical data practices, including privacy, security, and responsible use of data. Understanding the legal and ethical implications of data science activities is essential.
Change Management: Adeptness at managing organizational change and guiding teams through transitions, especially when implementing new data science processes, tools, or strategies.
Thought Leadership: Thought leadership demonstrates a commitment to advancing the field and sharing knowledge.
