About this Unit:

Administrative Solutions (AdSol) provides management and oversight for critical administrative and technical services, enabling CDHS to achieve its goals. It is responsible for many support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprise Human Resources, Facilities Management, Audit, Emergency Management, Legal, Performance Management, Communications, Project Management, Leadership and Organizational Development, and Business Innovation, Technology, and Security.

The CBMS team provides the technology that enables the public to apply for assistance benefits online and county workers to determine eligibility, helping more than 2 million people a year access critical assistance. As one of the only integrated enrollment and eligibility systems in the county, the system supports multiple statewide programs such as Health First Colorado (Colorado's Medicaid Program), the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and other benefits programs. As such, the CBMS team directly supports both the Colorado Department of Human Services (CDHS) and Health Care Policy and Financing (HCPF).

About this Position:

This position is designated as the staff authority for contract management and procurement of CBMS. This position is responsible for planning, negotiating, implementing, monitoring, or managing procurements, contracts, amendments, or interagency agreements for CBMS to ensure effective delivery of goods and services and ensures the financial stewardship of contract financials. This includes monitoring contract compliance; evaluating overall vendor performance; monitoring contract financial performance to verify contract terms, services to be provided, payment schedules and contract and/or payment process; administering contract compliance and performance requirements; researching and compiling competitive pricing comparisons; and analyzing data and preparing reports and recommendations. Overall, this position maintains and/or improves the contract delivery and effectiveness of CBMS vendor partners.

Reporting to the CBMS product operations lead, this position is the communication conduit between product, budget, technical, and program teams and executive stakeholders for contract related issues/concerns. In order to advance CBMS's contractual strategic priorities and goals, this position executes and/or oversees the development of reports, funding requests, budget decision items, process or policy improvement, and other initiatives related to CBMS vendor partner contracts.

Through these interactions, this position advances and supports Colorado's public assistance programs and the needs of the constituents served by those programs.

Summary of Job Duties:

  • Provide expertise in the development, negotiation, and implementation of procurements and contracts for CBMS, ensuring cost-effective delivery of high quality products and services.

  • Provide day-to-day management and monitoring of CBMS IT contracts to determine contractual compliance regarding Service Level Agreements (SLAs) and product delivery.

  • Serve as primary contract liaison with CBMS partner vendors, supporting both CDHS and HCPF in conversations with vendors to achieve contract goals.

  • Evaluate vendor performance and develop and implement corrective action plans for contracts not performing to agreed upon Service Level Agreement Standards.

  • Ensure all contracts and processes comply with state and federal policies and regulations, including compliance with state and federal funding requirements and expenditure reporting.

  • Prepare dashboard financial summaries on the financial budget plan-against-actuals for all CBMS vendor partner contracts.

  • Develop and draft contract amendments and facilitate approvals from state and federal partners.

  • Manage the contract solicitation process to source, select, and secure CBMS vendors.

  • Recommend and implement improvements to procurement and contract management processes to increase effectiveness and efficiency.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Experience Only:

Seven (7) years p rofessional experience in procurement or contracting (monitoring and ensuring contractor performance and compliance, drafting solicitations, vendor selection, strategic sourcing, contract writing, management and/or negotiation).

OR

Education and Experience:

A combination of related education: g raduation from an accredited college or university with a bachelor's degree in Accounting, Finance, Business Management, Business Administration, or a closely related field of study and experience in procurement or contracting (monitoring and ensuring contractor performance and compliance, drafting solicitations, vendor selection, strategic sourcing, contract writing, management and/or negotiation) equal to seven (7) years.

Preferred Qualifications:

  • Experience with complex, multi-vendor procurement processes and contracting procedures, especially in government organizations.

  • Experience managing, monitoring, and ensuring compliance with technology contracts and vendors.

  • Experience in managing federal funding and the reporting necessary to support the use of those funds.

  • Experience with the state budget process.

  • Experience with agile methodologies.

  • Working knowledge of contract law, general legal issues, and legal interpretation.

  • Working knowledge and understanding of state, municipal and/or federal procurement codes, rules and processes.

  • Excellent communication and problem solving skills.
