Summary You will serve as the A46 Lead Software Architect in the MISSION ANALYSIS SW ENGINEERING BRANCH of the STRATEGIC MISSN ANLY & ADV SW ENGR DIVISION in the STRATEGIC & COMPUTING SYSTEMS DEPARTMENT for NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will participate in the software development lifecycle including requirements, design, development, test, evaluation, deployment, and maintenance of the Mission Assurance Decision Support System (MADSS). You will develop and maintain enterprise software via agile development methods to include: determining and designing applications architecture, coding, debugging, and maintaining code, and determining output media/formats designing user interfaces. You will interface with the sponsor and internal and external stakeholders through Pl Planning and agile ceremonies to gather end user and sponsor requirements, assuring software and systems quality and functionality. You will conduct research and keep informed regarding emerging techniques and capabilities applicable to the software development efforts. You will ensure the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services. You will lead the large-scale agile software development effort and provide technical direction of the enterprise Mission Assurance Decision Support System (MADSS) software. You will provide leadership and insight to other programs and software development teams in advancing Scaled Agile Frameworks, Development, Security and Operations technologies, and cyber security software development and deployment best practices. You will drive technical efforts in the branch, promote new capabilities and improvements in software development, balance multiple tasks, meet tight deadlines, and ensure cyber security best practices for strong software development efforts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, ND-04 (GS- 12/13) in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist leading software development by providing direction on design and coding to include principles and methods of cybersecurity. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the ND-1310, Professional Physics Series: Successfully completed a bachelor's degree or higher in physics, or a related degree that included at least 24 semester hours in physics. Courses must have included a fundamental course in general physics and, in addition, course in any of two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. OR A combination of education and experience with courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. For the ND-1515, Professional Operations Research Series: A bachelor's or higher degree in operations research. For the ND-1520, Professional Mathematics Series: Successfully completed a degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics. OR A combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education. For the ND-1550, Professional Computer Science Series: A bachelor's degree in computer science. OR A bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must be in a combination of statistics and mathematics that included differential and integral calculus.
