Preference in certification may be given to successful candidates who are residents of the municipality for one month prior to the date of certification.DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, implementing and monitoring accounting and fiscal management functions in a department or agency. The incumbent in this position analyzes and monitors program funds, grants and expenditures; maintains accounting systems; furnishes periodic financial reports; completes the payroll and other related personnel reports; and may oversee account keeping activities completed by contract agencies. The work is performed under the general supervision of a department head or higher level administrator with leeway allowed for the exercise of independent judgment in carrying out details of the work. May supervise the work of subordinate employees engaged in account keeping and fiscal activities. Does related work as required.MINIMUM QUALIFICATIONS:(a)Possession of a Bachelor's degree or higher in accounting, business or public administration, economics or related field, including or supplemented by eighteen (18) semester credit hours in accounting, and one (1) year of accounting or auditing experience involving the maintenance or auditing of double entry books of a business, including the general ledger, or in the maintenance of governmental agency books involving appropriation accounting and the preparation of budget and financial reports; OR(b)Possession of an Associate's degree or higher in accounting, business administration or closely related field including or supplemented by nine (9) semester credit hours in accounting and three (3) years of experience as defined in (a); OR(c)Possession of a high school diploma or equivalency diploma and five (5) years of full-time paid (or the equivalent part-time and/or volunteer) experience as defined in (a) or (b).(d)An equivalent combination of training and experience as defined by the limits of (a) and (b).NOTE:Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. ANTICIPATED ELIGIBILITY - AGE AND EDUCATIONAL REQUIREMENTS:According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met.SCOPE OF THE EXAMINATION: Written test designed to test for knowledge, skills, and/or abilities in areas such as:Preparing written materialThese questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.Understanding and interpreting written materialThese questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. Fiscal managementThese questions test for a general knowledge of the financial environment within which governments must operate. Questions may deal with, but are not necessarily limited to, such matters as capital and operating budgeting; general and governmental accounting; cost analysis; financial analysis; cash management; internal controls; general and governmental purchasing; storeskeeping and inventory control. Understanding and interpreting tabular materialThese questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. Evaluating conclusions in light of known factsThese questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion.
