Summary Incumbent serves as a Supervisor for Advanced Medical Support Assistants (AMSA) at Coatesville VA Medical Center, located in VISN 4, the VA Stars and Stripes Healthcare Network. The incumbent is responsible for planning, directing, and controlling work for the lower grade Advanced Medical Support Assistants in their assigned outpatient clinical settings. Responsibilities Major duties include, but are not limited to the following: Provides direct supervision to clerical staff that includes non clinical Medical Support Assistants that provide support in all inpatient units throughout the medical center. Responsible for reviewing the work of subordinates; development and updating of performance standards; performance evaluation Addresses and settles employee grievances; counsels employees and initiates disciplinary actions and award recommendations when indicated. Manage employee leave requests. Responsible for preparing the facility Gain and Losses report daily. Responsible for planning, organizing, and directing the work of lower grade medical support assistants. Responsible for training includes, but is not limited to, in-service education of on-the-job skills, classroom instruction closely associated with actual hospital clinical practices, and attitudes and relationship of position to professional staff. Acts as a liaison with the AMSA's, medical staff, Nursing staff and other services offering expert advice on administrative details and procedures. Maintains clerical guidelines and manuals as well as preparation of material to be used in training new employees. Conducts regular staff meetings with the medical support assistants to update them on policy changes and new procedures. Responsible for new employee orientation and is expected to work closely with new employees for the first 90 days. Provides input on the lower grade medical support assistants' performance and resolves workplace issues. Establishes work priorities, identifies developmental training needs of employees and provides or arranges for training when required. He/she works closely with the Supervisor to identify and develop training which meets the needs of the MSA and administrative/clinical data capture requirements. Works closely with facility Privacy Officer to ensure compliance with HIPAA and protection of PHI. Incumbent is responsible for protecting patient health information from unauthorized release, loss, alteration or unauthorized deletion. Incumbent assures that all appropriate VA forms are used correctly and regulations are followed. Ability to plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Must have a thorough knowledge of clinical procedures for receiving and following through on patient requests for treatment. Works closely with facility Privacy Officer to ensure compliance with HIPAA and protection of PHI. Incumbent is responsible for protecting patient health information from unauthorized release, loss, alteration or unauthorized deletion. Incumbent assures that all appropriate VA forms are used correctly and regulations are followed. Experience/Education: Six months of experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of this position, OR One year above high school, OR Equivalent combination of experience and education which are qualifying for entry level for which both education and experience are acceptable May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements listed above, the following criteria must be met when determining the grade of candidates: Experience: Applicants must have one year of experience equivalent to the GS-7 grade level (leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting). Examples of this experience would include: assigning and evaluating the work of subordinate MSA (or equivalent) staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved clinic operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary Knowledge, Skills, and Abilities. Candidates must demonstrate ALL of the KSAs below: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancement. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
